HM Coastguard is the operational arm of the Maritime and Coastguard Agency (MCA) with responsibility for six coastguard functions - Search and Rescue, Pollution Response, Vessel Traffic Management, Maritime Safety, Maritime Security and Emergency and Disaster management.
HM Coastguard has responsibility for the mobilisation, tasking, and organisation of appropriate resources to respond to persons at risk of injury or death on the cliffs and the shoreline of the United Kingdom. Through the Coastguard Rescue Service, HM Coastguard provides teams for search and rescue purposes operating within the littoral area of the coast, certain designated inland waterways and other locations as required.

Working within the HM Coastguard Operational Procedures Team (OPT) this role reports to the Head of Operational Procedures.
The role holder is responsible for HM Coastguard’s engagement with the offshore energy industries, building strong interpersonal relationships and ensuring HM Coastguard and the industries are fully prepared in response to a Search and Rescue (SAR) event.
The role holder is responsible for developing coherent procedures, guidance and advice to reflect business needs. They will also provide technical and professional advice and support within the Directorate of HM Coastguard, specifically focused on offshore energy procedures.
The role holder is responsible for developing and ensuring an effective working relationship between the Maritime and Coastguard Agency, HM Coastguard and other internal and external stakeholders to ensure that procedures, guidance and agreements are appropriate and meet required national and international standards.
The key responsibilities of this role will include but are not limited to:
- Responsible for managing the Offshore Energy Team efficiently and supporting the wider objectives of the Operational Procedures Team.
- Being responsible for the HM Coastguard engagement with the offshore energy industries, and on occasion other maritime projects, ensuring compliance with HM Coastguard guidance and requirements.
- Responding to industry consultations for new developments, representing the interests of HM Coastguard and SAR responders, which may include the attendance at meetings, hearings and/or submitting written representations.
- Apply specialist knowledge and provide expert advice to prepare and support in the execution of coastguard functions relating to offshore energy, and HM Coastguard deliverables.
- Keep abreast of changes to or need for new Standard Operating Procedures and Operational Detail in line with the Operational Procedures review process (which adheres to ISO 9001:2015), to ensure accuracy and compliance with current procedures, regulation and conventions.
- Develop, adopt and amend operational procedures and processes in consultation with stakeholders, operational managers and technical staff to prioritise and manage maintenance of information systems, solve problems and enhance the provision operations for HM Coastguard. This will include ensuring consistency across HM Coastguard information systems.
