The role:
We are seeking a highly motivated and experienced Strategic Lead to join a dynamic team. In this role, you will be responsible for overseeing the strategic planning, development, and implementation for all the traffic and transport initiatives across the network.
You will lead on the development of the Local Transport Plan strategy, collaborating closely with the local Mayoral Combined Authority and securing investment for the local area to achieve outcomes in line with Council plans.
Your leadership will play a crucial role in enhancing all activities on the local network, improving accessibility, and ensuring sustainable practices. You will collaborate with various stakeholders, including Councillors, local communities, and contractors, to identify key areas for enhancement, innovation and improvement.
As a Strategic Lead, you will also be responsible for reporting on progress, challenges, and opportunities to senior management, ensuring transparency and accountability throughout the process.

Key accountabilities:
Lead a multi-disciplinary group of staff to deliver functions in street works, traffic and road safety and transport.
Provide leadership and support to ensure a community-based approach to the delivery of the traffic and transport service, improving elected member and community satisfaction
Respond to and report on complex traffic and transport issues and provide expert advice and guidance on what traffic and transport improvements can be achieved within budgetary, best practice and legislative constraints
Provide a local community focus for all traffic and transport activity, identifying, prioritising and commissioning delivery to ensure contract compliance, quality and value for money
Develop strategic relationships with a wide range of partners. Working collaboratively with key stakeholders (internal and external), to develop strong and effective relationships and deliver desired outcomes
Maximising business opportunities through convincing business cases, showing value for money and efficiency savings and supporting teams to deliver.
Key requirements:
Excellent Knowledge of traffic and transport related legislation, delivery, and best practice
Significant experience within a local transport authority or similar setting, with a comprehensive understanding of local transport governance, regulations, and operations
Management professional qualification or significant experience
Member of professional body (IHE/ ICE/ IHT etc)
Minimum of level 6 qualification (or equivalent experience) in a technical appropriate subject, with demonstrable experience to post qualifying level
Proven record of developing innovative solutions to address net zero, including strategies for decarbonisation and sustainable transport
Experience of developing, presenting and implementing transport strategies
Proven track record of providing strategic leadership and direction, with a demonstrable ability to build, develop and inspire high-performing teams
