Location: Ruthin Road, Wrexham, LL13 7TU
Hours: 37 per week
Start Date: 15 December 2025
Duration: 26 Weeks (Temporary)
Pay Rates: PAYE £23.17 per hour / Limited/Umbrella £33.42 per hour

The Role
The Operational Manager – Housing will be responsible for leading the delivery of services under the Property Service portfolio. This includes overseeing housing repairs, DLO operations, servicing and cyclical works, and specialist maintenance programmes. The role requires strong leadership in driving efficiency, managing resources, and supporting organisational change to improve service delivery.

Key Responsibilities
Lead day-to-day housing repairs, DLO operations, and cyclical servicing programmes.

Manage specialist programmes including cyclical painting, domestic servicing, housing disrepair, damp, HAV’s management, and out-of-hours response.

Drive continuous improvement in service delivery, efficiency, and productivity.

Act as a role model in change management, supporting cultural and organisational change.

Collaborate with Heads of Service across Housing and Assets, working closely with Voids & Decarbonisation and Investment & Delivery Leads.

Support decarbonisation initiatives, contributing to reducing the Council’s carbon footprint and advancing the net zero agenda.

Provide leadership and support to staff and contract holders in delivering housing services.

Candidate Requirements
Proven experience in managing housing repairs and maintenance services.

Strong leadership and change management skills, with the ability to inspire and maintain team morale.

Knowledge of cyclical maintenance programmes and housing disrepair management.

Experience in resource optimisation and service efficiency improvement.

Ability to work collaboratively across multiple service areas and with external partners.

Commitment to sustainability and supporting decarbonisation initiatives.

Excellent communication, organisational, and problem-solving skills.
