At Serco, our Environmental Services Portfolio is at the heart of delivering essential services to communities, and we’re looking for an Operational Growth SME to help us take it to the next level.
In this role, you’ll work closely with our Growth Team to provide expert input across new business bids, solution development, and mobilisation planning. Your insights will ensure our operational propositions are customer-focused, operationally informed, commercially sound, and built on lean, effective processes.
From researching and designing technical solutions to optimising service delivery, you’ll influence the full spectrum of activities across recycling and waste collections, cleansing services, and grounds maintenance. You’ll interpret customer requirements, incorporate industry best practice and technological innovations, and support continuous improvement within our Environmental Services Business Unit.

Main accountabilities:
Operational Solution Development
· Provide detailed input into bid solutions to ensure technical accuracy and service deliverability.
· Work with the Solutions and routing lead to validate route designs, resourcing models, and depot/logistic assumptions.
· Lead operational reviews of bid content, including method statements, mobilisation plans and risk registers.
· Offer insight into emerging best practice, technology and innovation in waste, recycling and cleansing services.
· Prepare and present technical black hat packs.
· Ensure due diligence is undertaken on all ES bids and actively participate in new site and contract visits
Mobilisation Support
· Support mobilisation teams by translating bid-stage solutions into actionable operational plans.
· Lead site visits, depot readiness assessments and service launch risk reviews.
· Provide on the ground operational leadership during critical mobilisation periods if required.


Stakeholder engagement
· Act as the operational link between Growth, Solutions, Projects and live operational teams.
· Engage with Local Authority clients and internal stakeholders to test, shape and refine proposed models.
· Represent Serco’s operational capability during client presentations, site visits and BAFO negotiations.
Continuous Improvement
· Capture operational lessons learnt from previous solutions and mobilisations to feed into future bids and tenders.
· Identify opportunities for innovation, efficiency and service enhancement across existing and proposed new contacts.

What you’ll need to do the role
· Flexible to travel nationally when required
· GCSE – English & Maths
· Previous experience within Environmental Services
· A confident self-starter, numerate and analytical working and able to work on multiple projects simultaneously
· Have an understanding of vehicle and staff planning, depot logistics, waste flow management and in cab systems
· Able to interpret and apply contractual specifications, technical appendices and service output requirements
· Excellent stakeholder and communication skills – able to influence across operations, commercial and client teams
· Demonstrated experience in operational planning, mobilisation or transformation
· Proven contribution to successful public sector bids or service transitions (directly or in a supporting role)
· Highly collaborative, detail-oriented and delivery focused.
· Comfortable working in a matrix environment and across multiple live bids
