Senior Transport Development Officer – Environment & Communities
At Enfield Council, we’re working to create a more vibrant, greener and healthier borough through our Journeys and Places programme. As part of this, we’re looking for a proactive and experienced Senior Transport Development Officer to lead on the transport assessment of major development within the borough.
You’ll deliver expert highways, transport planning and policy advice for planning applications, major development projects, and negotiate with developers to secure transport improvements and funding towards mitigation measures. You’ll work closely with colleagues across development management, highways services, legal and transport policy teams, and external bodies including Transport for London and the GLA and play a key part in the successful delivery of the strategic development within the borough.
Success in the role also depends on being a collaborative and proactive team player, demonstrating accountability, openness and respect while working constructively with colleagues, Members, developers, and the community to deliver positive outcomes for Enfield.
Key responsibilities:

- Evaluate transport impacts of major and minor planning applications.
- Advise on transport policy for the Council’s Local Plan.
- Lead negotiations with developers and stakeholders.
- Represent the Council at Planning Committee and public inquiries.

What we’re looking for:

- Proven experience in highways/transport planning, policy evaluation, and stakeholder negotiation.
- Excellent communication, analytical, and IT skills.
- Degree in civil engineering, planning, or related field (or equivalent experience).
