Government Skills is a directorate which is part of Government People Group (GPG).

GPG exists to work with departments, professions, and functions to build a modern, effective Civil Service.

We support the government workforce with the right skills and capability. We are working with leaders to get the right people in the right jobs, with the right skills and continuous learning to excel in their roles.

We provide leadership, and in turn, create leaders with exceptional line management capability across departments, influencing partners in the wider public sector and beyond. This involves getting our retention and reward strategy right, to nurture specific skills, and create pride and resilience in our workforce.

Our role is also to provide system leadership across central government in pulling together back office services. Collectively, we help support the Cabinet Office’s priority to drive efficiencies, and reforms that will make government work better, to ultimately provide a better service to the public

Working as part of the Communications and Marketing team within Government Skills, we are looking for an exceptional HEO to support the work of our newly formed pillar which will primarily focus on behaviour change and associated campaigns. You will also be required to provide broader communications support across our directorate.

The purpose of the behaviour change campaigns will target civil servants across all government departments to help increase motivation to drive a learning culture.

The purpose of the behaviour change campaigns will target civil servants across all government departments to help increase motivation to drive a learning culture.

You will play a crucial role in delivering high-quality communications that support departmental objectives and government priorities. Working within a multi-disciplinary team structure, you will support communications projects and campaigns whilst ensuring compliance with GCS standards, data protection requirements, and accessibility principles.

You will contribute to the strategic communications function whilst supporting specific workstreams and ensuring all communications activity upholds the propriety and ethics standards expected of government communicators.

Role responsibilities

  • Work with your SEO and G7 to develop a behaviour change marketing and communications strategy and implementation campaign plan using the GCS OASIS structure.
  • As part of strategy development, use GCS COM-B to support the development of audience insights, audience segmentation, and to better understand levers and barriers toward desired behavioural outcomes.
  • Evaluation is key, requiring adeptness in using the GCS evaluation cycle. Ensure all content has measurable outcomes with clear objectives, so that success can be measured and reported upon accordingly.
  • Work with external specialist agencies, including creative, research, and potentially media planners.
  • Provide broader communications support for other business functions within Government Skills, including content development for newsletters.
  • Develop and implement content for use on a range of internal channels across government, including our owned social media channels
  • Deliver work collaboratively with the Government Skills team, GCS colleagues, and partners across the public sector.
  • Support the ongoing development of our new brand strategy, ensuring it is central to all marketing and communications.
  • Report on activity to build evidence and use analysis to ensure high-quality decision-making.
  • Support our work for Civil Service Live and similar priority events.
  • Work with our G7 Corporate Communications lead to develop and deliver content, to support our corporate communications strategy, with particular focus on content for our new online platform.
  • Experience of delivering at pace whilst prioritising and managing a dynamic and challenging workload effectively.
  • Encourage and exemplify the use of technology, including the new GCS AI Assist tool.
