Responsibility for ensuring effective delivery and improvement of services to adults within Adult Services to the highest standard. Leadership and management of a team, ensuring team members work effectively with adults alongside all internal and partner agency staff, and carry out their statutory duties as set out principally in relevant legislation

To ensure that services are planned and delivered in a way that maximises participation and reflects adults rights in relation to services being provided. This post holder is responsible for ensuring that all Safeguarding Policies are adhered to and concerns are raised in accordance with these policies.

As part of their role, all managers are expected to operate in alignment with the Council’s Accountability Framework. This includes:

  • Demonstrating ownership and responsibility for decisions, actions, and outcomes within their area of influence.
  • Upholding the principles of transparency, integrity, and fairness in all managerial practices.
  • Ensuring that team objectives and individual performance align with the corporate plan and values.
  • Actively fostering a culture of accountability within their teams by role modelling, setting clear expectations, providing regular feedback, and addressing performance issues constructively.
  • Ensuring compliance with all management KPIs which are reported to Corporate Assurance Board.

Main Duties and Responsibilities of the Role

  • Effectively lead and manage the service to improve adults lives Responsibility for implementation of policy and procedure, and effective decision-making ensuring staff adherence to all directorate policy, procedures and standards
  • Responsible and accountable for the effective analysis and management of risk for all adults within their team, and ensuring compliance by staff members with the requirements of relevant legislation, guidance and procedures
  • Responsible and accountable for assuring timeliness and quality of pathway plans (post 18), implementation and review, and working in partnership with adults and partner agencies
  • Support the effective management of the team budget, compliance with financial rules, identifying pressures and savings and bringing in a balanced budget
  • Responsibility for professional and managerial staff supervision, in accordance with Blackburn with Darwen’s supervision policy; for staff practice improvement and development, management of staff performance and ensuring under-performance is dealt with robustly
  • Responsible for ensuring high quality of record keeping and report writing by the team members
  • Responsible for effective service delivery through an adequately resourced team, using recruitment, induction, training and workforce planning methods to support the team’s development, performance and innovative models of delivery.
  • To provide cover for opposite Team Managers in their absence
  • To ensure young people, adults and family members are appropriately consulted about services and that their views inform service delivery and development
  • To contribute to service planning processes, identifying future objectives and service developments, participate in directorate research and developmental activity, undertake project work in a specific area, consistent with the post holder’s skills and workload
  • To model effective communication skills appropriate to role and circumstances. To have a professional management style that is suited to the situation and fosters productive working relationships with staff and partners. Promote leading edge innovative best practice.
  • To contribute to the performance and Quality Assurance (QA) Framework. To undertake audits of casework and provide written feedback consistent with requirements of the QA Framework.
  • Ensure that complaints are fully investigated in line with the Service’s complaints procedure.
  • Maintain own Continuous Professional Development and develop a high level of professional knowledge through research, and reading, providing a source of expertise and developing specialist knowledge as required. To maintain and develop the required management knowledge and expertise.
  • Manage the human resource processes including induction, training and personal development, attendance management, retention, grievance/disciplinary/capability, succession planning, workforce planning.

Other Responsibilities of the Role

  • Ensure that personal information data is lawfully gathered, accurate, up to date and only divulged in accordance with the Data Protection Act 1998 and the local government common law duty of confidentiality.
  • Fulfil personal requirements where appropriate with regard to Council policies and procedures, particularly health and safety, equal opportunities, customer care, emergency evacuation, security, work standards and promotion of the Council's Strategic Objectives.
