Crynodeb
The National Biosecurity Centre (NBC) Programme is an ambitious, 10–15-year programme working towards safeguarding and future-proofing the UK’s animal health science capability. The programme has recently secured significant funding towards transforming the Animal and Plant Health Agency’s (APHA) Weybridge scientific campus.

As the Third Party Interface Manager, your primary role is based within the Capital Works team within the NBC Programme.
The TPI Manager role is an essential role to support the successful delivery of the National Biosecurity Centre Programme. You will be accountable for:
- Building and maintaining effective relationships with key external stakeholders including the local community. The delivery of the NBC programme requires strong relationships to be maintained throughout the development of the site. This role will be crucial in building those links across the community, acting as a point of contact to deal with any issues that may arise; and developing and implementing solutions to those complex issues. This will also involve supporting community engagement by working with project teams to develop engagement products such as local newsletters, work notification letters and other local communications. It will also involve, working with the Programme’s communications team to lead the coordination of local events and webinars for the local community related to upcoming programme works.
- Developing and implementing an updated CRM system to collect the required data from meetings with external stakeholders and to share widely across the Programme. The CRM system will be a vital component of the NBC infrastructure ensuring that all colleagues have the right information at the right time to deal with emerging issues and delivery challenges. Once implemented, you will be responsible for managing and curating the updated CRM.
- Managing the existing forums in place to support the planning application and future approval processes. These forums involve senior stakeholders from across the local community including community leaders, charity chief executives and local councillors.
- You will have strong communication, persuading and influencing skills with a good knowledge of the local area to the Weybridge site as you will be required to build and maintain strong relationships across the local community including with local councillors, local planning authority residents associations, local charities and wider community groups.
- You will also need to work at a senior level (G6 to Director level) across the NBC Programme, APHA, the Weybridge site (DgP - Defra group Property) and wider DEFRA ensuring that key milestones are delivered to support local engagement and the planning process. While the role will currently have no direct line management, the post-holder will need to lead those relationships through a matrix management process.
Key responsibilities
- Supporting the Management of positive relations with local external organisations and the local community, including;
- Managing incoming enquiries, maintain and curate the existing enquiries log;
- Develop an updated CRM type system or processes to support data collection, reporting and be able to brief Sponsors on the contacts with any particular stakeholder or associated contacts. Once implemented, to manage and curate the updated CRM;
- Supporting community engagement by working with project teams to source information to create relevant content for newsletters, work notification letters and other local communications;
- Supporting the communications team in coordinating events and webinars for the local community related to upcoming programme works;
- Secretariat and management of the Local Forum (with Defra/ APHA Comms Teams support); the Highways Forum and the Advisory Panel for blue / green infrastructure ;
- Managing the consents register to monitor progress of required town planning consents ensure approvals are obtained as scheduled;
- Prepare and provide stakeholder engagement input for inclusion in the bi-monthly Site Wide Delivery Steering Group meeting dashboard, ensuring accurate and timely reporting;
- Leading proposed applications through internal governance approval process to achieve permission to submit;
- Supporting Consents Lead on administrative tasks relating to the management and coordination of town planning consent processes;
- Managing the production and implementation of stakeholder engagement strategies for local stakeholders including technical/regulatory stakeholders.
