Working Arrangement: Assume office based and around the local area, TBC
The role:
On behalf of a local council, we are seeking a Senior Environmental Health/ Housing Enforcement Officer to provide a visible day to day operational management of a team of Housing Enforcement and Licensing Officers delivering a range of housing interventions, and support and mentor trainee and apprentice Environmental Health or Housing Practitioners.
You will develop a positive and proactive culture and enthuse others to perform to an excellent standard in the delivery of a range of public health, housing enforcement and licensing functions.
You will work as part of the Environmental Health & Housing Team to undertake housing related inspections, enforcement and licensing activities, empty homes, caravan sites, unauthorised encampments and associated duties in respect of the Council’s housing enforcement function across a range of tenures. You will use legislation including public health and Statutory Nuisance and apply using a risk-based intelligence led approach.
Key Responsibilities:
Operationally manage a team of Housing Enforcement and Licensing Officers and trainee/apprentice Environmental Health or Housing Practitioners.Deploy resources using an intelligence led, risk-based methodology in accordance with council priorities and outcomes to make a positive contribution to improving housing standards, public health, protecting residents and building stronger communities.
Advocate a high-performance culture that recognises personal contribution and manages overall performance of the team ensuring that all staff receive appropriate on-going training, support, development, mentoring and coaching to maximise their potential. This may include delivering training to other relevant officers.
Works with other Senior Enforcement Officers and managers across the service to ensure sufficient resource is available to deliver cross service initiatives and projects and undertake a range of activities relating to regulatory services to support the team.
What the client is looking for:
Accredited qualification in Environmental Health (e.g. BSc (Hons) Degree, Diploma or MSc in Environmental Health or equivalent) and a registered practitioner with the Chartered Institute of Environmental Health Registration Board, or Advanced Professional Certificate in the Private Rented Sector and registration with Chartered Institute of Environmental Health Registration Board as a Housing Health Practitioner, or relevant other qualifications or experience that would allow the post holder to undertake the role
Proven track record of achieving outcomes across a range of housing and community based complaints, investigations and taking enforcement action
Proven track record of building and maintaining effective relationships with communities and other stakeholders
Housing Health and Safety Rating System (HHSRS) knowledge and experience
Significant experience of work in an enforcement role and engagement with other regulators, residents, tenants and landlords
Knowledge and experience of interviewing in accordance with the Police and Criminal Evidence Act 1984
Effective relationship management and resolution of conflict situations and challenging behaviour
Knowledge and experience of criminal and civil procedures and investigatory powers with the ability to apply these to the work of the team and wider Regulatory Service.
