Location: County Hall, Northallerton, DL7 8AE
Hours per week: 37
Start Date: 24/11/2025 End Date: 24/02/2026 (likely to be extended)
Working Hours: 08:30 – 17:30
The Organisation
The York and North Yorkshire Combined Authority was established in early 2024 as a new public sector organisation with powers and funding to unlock transport and housing improvements, boost skills provision, and support the transition to net zero. The Mayor also holds responsibilities in relation to Policing, Fire and Crime.

The Opportunity
We are seeking to appoint a Bus Services Manager to support the Mayor’s priorities for bus services.
Key responsibilities include:
Exercising the Mayor’s powers over bus services, including current operating models and potential future reforms.
Collaborating with colleagues in City of York Council and North Yorkshire Council on day-to-day bus service delivery (supported services, bus stations, Park & Ride, concessionary travel, and bus information).
Leading on improvements to bus services, expanding interventions within Enhanced Partnerships, and exploring alternative delivery models such as franchising.
Working closely with the Transport Planning and Strategy Manager to produce a new single Bus Service Improvement Plan for York and North Yorkshire.
Helping shape transport policies and delivery strategies, with the opportunity to develop a delivery team once plans are in place.
What You Will Bring
Knowledge of bus service delivery in a public sector environment.
Experience with Bus Service Improvement Plans, Enhanced Partnerships, and bus reform options (including franchising).
Proven ability to lead and motivate teams, delivering positive outcomes for service users.
Strong organisational skills to manage multiple tasks in complex programme environments.
Collaborative working style, engaging effectively with internal and external partners to achieve strategic priorities.
