Crynodeb
Working with the other Deputy Director, you will lead an influential and inclusive team supporting a broad spectrum of policy, project and delivery. The split of responsibilities will be agreed between you and the existing Deputy Director and may include:
Lead the team on strategic rail pieces including the Long Term Rail Strategy, which will set a 30-year vision for the development of the rail industry.
Oversee the programme of analytical work required to deliver the government’s ambitious reforms for transformation of the rail industry including bringing together track and train under a ‘directing mind’. This includes work to support new legislation, the design of Great British Railways (GBR) including incentives and risk-management, and the development of a workforce strategy.
Lead the division in ensuring that DfT’s decisions about fares, fare structure and future retailing is supported by robust and timely evidence which reflects changes in behaviours following the pandemic as well as longer term changes in technology and passenger expectations.
Leading the team to deliver strategic and business case analysis for the Rail Network Enhancement Pipeline, including the North of England Integration programme of works on TransPennine Route Upgrade, Manchester Transformation programme, Leeds programme of rail investments, and other rail investments across the network.
Overseeing the work of the rail modelling team – set rail appraisal and modelling standards for industry. Using and maintaining key models. This includes concluding a major update in our rail modelling suite.
Provide strategic direction to the team to deliver a statistics, research and evaluation programme which is high impact and focuses on ministerial and departmental priorities. This includes oversight of the department’s engagement in the Rail Customer Experience Survey (a new extensive survey of c10,000 passengers each month which will be used to drive improvements in customer satisfaction)
Working closely with senior leaders across the industry to plan for the transition to GBR, including scoping the future analytical needs for the sector and DfT and influencing wider work on this both in the Department and across industry. As part of this work to build the analytical capability and community across the rail industry.
As a leader, you’ll inspire innovation, champion inclusivity, and foster external engagement and collaboration across the wider c65 person multi-disciplinary team. You will be directly responsible for the work of 3-4 Grade 6’s, directly reporting to you, and their teams of c30 analysts.
You will work closely with policy officials and the rail industry and are expected to play a larger leadership role within this community. As part of this you will act as a champion for Value for Money in decision making including on Governance and Investment Boards for rail.
In addition to leading an analytical division, you will play an important cross-cutting role as one of the Department’s Senior Analysts, helping to lead, inspire and shape the culture of DfT’s 400-strong analytical community.
