Job Vacancy

We’re looking for an experienced and motivated Senior Analyst to join our small, dynamic Digital Services team. If you have a strong background in software support and development, and enjoy solving complex problems with analytical precision, this could be the perfect role for you.

As part of our team, you’ll deliver high-quality technical solutions and provide expert support across a wide range of Council services. You’ll work closely with colleagues from different departments, external suppliers, and partner organisations to design, develop, and maintain business-critical systems and databases.

What you’ll do:

  • Provide technical expertise and support for new and existing software systems.
  • Lead on system analysis, design, coding, testing, and implementation.
  • Manage and support Council databases and applications, ensuring secure and efficient service delivery.
  • Collaborate with internal teams and external partners to deliver robust solutions.
  • Use your investigative and analytical skills to resolve issues and improve systems.

What we’re looking for:

  • Proven experience in software support and development.
  • Strong analytical and problem-solving skills.
  • Ability to work independently and as part of a collaborative team.
  • Excellent communication skills and confidence working with stakeholders at all levels.
  • Familiarity with tools such as Microsoft SQL Server, Visual Studio, and M365 development tools.
  • Hands-on experience of working with Microsoft PowerBI, Power Apps and Power Automate
  • Ideally, experience of working in a government or local government environment

KNOWLEDGE

Essential

  • A degree in Computer Studies or similar relevant subject, or be able to demonstrate extensive relevant experience.
  • Demonstrable experience of implementing and supporting systems in one or more of the following areas:
    • Microsoft SQL/Server 2022 (SSMS, SQL Agent, strong T-SQL skills)
    • Visual Studio (SSIS, C#, SSRS)
    • Web-page design – VB, Javascript, ASP.
    • Version control software
    • Classic ASP beneficial

Demonstrate experience of working within a recognised service management environment and an awareness of current technical trends in the IT industry.

Please note that it is Midlothian Councils policy that successful applicants will be appointed to the first point on the salary scale.

Based on 36 hours over 52 weeks per year, the minimum actual salary for this position is £43,468.03 per annum.

Requirements

Compliance with the mandatory Cabinet Office PSN (Public Sector Network) Code of Connection requires the Council to meet a baseline personal security standard. This requires completion of a disclosure check for all employees who can access official information. The fee for this PSN Disclosure check will be met by you.

Please note that Disclosure Scotland has changed the way certificates are issued. You will be notified by email from Disclosure Scotland that your certificate is available to view. Once you have viewed your certificate you will be allowed to share this with your employer and it is only available for 14 days from the first day you have viewed the certificate.
