Renfrewshire Valuation Joint Board is an independent public authority, established in accordance with The Valuation Joint Boards (Scotland) Order 1995. The Joint Board is responsible for providing professional valuation and electoral registration services within the jurisdictions of Renfrewshire, East Renfrewshire, and Inverclyde Councils. This encompasses the compilation and maintenance of Valuation Rolls, Council Tax Valuation Lists, and Registers of Electors.

Role Overview: Principal Admin Manager

The Principal Admin Manager will support a variety of functions led by the Assessor & Electoral Registration Officer and the Assistant Assessor & Electoral Registration Officer.

The successful candidate will be responsible for managing, directing, and overseeing all administrative, clerical, and, where appropriate, professional and technical staff in compiling and maintaining the Valuation Roll, Council Tax Valuation List, and Electoral Registers within the Joint Board area.

The role requires effective management of both the Electoral Registration Service and the administrative operations of Valuation Services, often in the context of shifting priorities and demands. As a member of the Management Team, the Principal Administrative Manager will contribute to the efficient day-to-day running of the Board, participate in future planning and development, and help set the strategic direction for the Board’s long-term objectives. This position also involves contributing in setting and monitoring the Board’s budget to ensure optimal value for resources. You will also be required to deputise for the Electoral Registration Officer in terms of Section 8 of the Representation of the People Act 1983.

Person Specification

• Applicants must hold a Certificate in Electoral Administration from the Association of Electoral Administrators. A managerial qualification is desirable.

• Demonstrate, thorough knowledge and understanding of the laws and practices of electoral registration, with significant successful experience in electoral registration at a management level.

• Comprehensive understanding and knowledge of the administrative requirements for Non-Domestic Rates and Council Tax.

• Extensive experience in the administrative functions of the Assessor and Electoral Registration Officer, alongside proven ability in managing and coordinating personnel.

• Strong leadership and motivational skills, with the ability to foster continuous improvement and ensure statutory and policy compliance.

• Proficient in utilising information systems to support service delivery, including electoral management systems.

• Ability to communicate effectively, motivate and develop others, and resolve conflict diplomatically.

• Proven track record of commitment, dedication, and achievement, with excellent time management and both written and verbal communication skills.

• Capacity to work productively and effectively with senior managers and employees, applying effective methods to streamline collaboration and organisational outcomes.

• Experience in performance management and planning is desirable.
