Role: Part-Time Town Councillor Clerk/Administrator
Ref: JM 5304
Pay Rate: £230.00 per day PAYE
Hours: 21-24 hours per week (3 office days)
Contract Length: 3 months potential for extension
Location: Horsham RH12 2GB
Our client is seeking an organised and motivated Town Clerk/Administrator to support the Council’s day-to-day operations and ensure effective governance. The Town Clerk is the chief executive and Proper Officer of the Town Council — responsible for ensuring that the Council conducts its business lawfully, efficiently, and in accordance with statutory requirements.
This is a key administrative and governance role, providing professional support to councillors, managing council records, and serving as the first point of contact for residents and external partners.
Key Responsibilities
Serve as the Council’s Proper Officer, ensuring compliance with statutory duties and legal obligations.
Prepare agendas, record accurate minutes, and manage correspondence for Council and committee meetings.
Maintain proper records, filing systems, and statutory documents in line with governance standards.
Liaise with councillors, residents, contractors, and partner organisations in a professional and courteous manner.
Manage incoming communications — telephone, email, and public enquiries — providing excellent customer service.
Assist with financial administration, including invoices, receipts, and budget monitoring.
Prepare reports, letters, and other documentation using Microsoft Word and Excel.
Support councillors in implementing Council policies, decisions, and community initiatives.
Skills and Experience:
Essential:
Strong administrative and organisational abilities.
Excellent written and verbal communication skills.
High attention to detail and accuracy in record-keeping.
Proficient in Microsoft Office (Word, Excel, Outlook).
Ability to work independently, prioritise workload, and meet deadlines.
Experience in customer service or a public-facing role.
Desirable:
Previous experience in local government, or as a Parish/Town Clerk.
Knowledge of council governance, financial oversight, and local authority procedures.
Experience supporting elected members, committees, or public meetings.
Qualifications:
Desirable: CiLCA (Certificate in Local Council Administration) — or a commitment to obtain this within 12–18 months of appointment.
Desirable: ILCA qualification or membership of the SLCC (Society of Local Council Clerks).
A background in public administration, governance, or management would be advantageous.
