The role:
We are seeking an experienced and motivated Principal Planning Officer to join the Development Management team. This is an exciting opportunity to lead and support a group of senior and planning officers in managing a diverse and challenging caseload, including strategic applications, enforcement matters, and other related planning work.
You will play a key role in shaping high-quality development across the area, ensuring that proposals align with planning policy and deliver real benefits for our communities.
You will be a qualified town planner with a relevant degree, RTPI membership (or equivalent), substantial planning experience, and strong knowledge of current planning legislation and practice.
Key responsibilities:
Team Supervision: Lead, mentor and support a team of planning and enforcement officers, ensuring professional development and high-quality service delivery
Application and Enforcement Management: Assess a wide range of planning applications and enforcement cases, from minor developments to major schemes worth millions of pounds
Negotiation and Advice: Provide expert planning advice to applicants, agents and other stakeholders, negotiate complex schemes and secure significant planning obligations through legal agreements such as Section 106
Reporting and Decision-Making: Prepare detailed reports and recommendations for committee and delegated decisions, ensuring that all cases are robustly assessed
Appeals and Legal Proceedings: Prepare appeal and witness statements, represent the Council at inquiries, hearings and in court, and instruct planning solicitors as necessary
Stakeholder Engagement: Attend planning committees, resident meetings, and stakeholder sessions, presenting complex information clearly and confidently
Continuous Improvement: Contribute to service improvement projects, act as a change champion and promote innovation in development management practices
Deputising: Act as Team Leader when required, authorising recommendations and overseeing decision-making across a range of applications
What the client is looking for:
Degree in town planning or equivalent
Licentiate membership of the Royal Town Planning Institute (or equivalent)
Chartered membership of the Royal Town Planning Institute (or equivalent) or eligibility for chartered membership
Significant planning experience, some of which should have been gained in a development management (including planning enforcement) environment
Excellent working knowledge of current planning legislation and practice
Confident communicator skilled in delivering both formal and informal presentations and producing clear, concise, and persuasive written reports for audiences at all levels
Experience of presenting and answering at committee
Sound knowledge of London planning issues
Experience of preparing evidence for public inquiries or court cases
Some experience and/or knowledge of historic buildings and conservation areas and arranging small scale contracts for consultancy advice
