Role Purpose

Roads Operations are looking to recruit an Assistant Specialist Service Manager to assist in the following:

Assist in the management of the delivery of Specialist Services including road surface treatments, application of bond coat, high friction and decorative surfacing, temporary traffic management works, small-scale civil engineering works and sign manufacture for both public and private parties, to their agreed standards and targets.

Assist in the management of the implementation of the SBc Contracts Specialist Services work plan strategies and projects to support efficient and effective service delivery including commercial opportunities to maximize income and the development and application on new technologies / methodologies.


Assist in the management of the delivery of objectives, providing technical and operational advice and work closely with the SBc Contracts Specialist Services Manager on plans, policies, projects and programmes.


Assist in the management of SBc Contracts Specialist Services in the provision of high quality, customer-focused, value for money services, ensuring the service is fit for purpose including the establishment of good customer / supplier relationships.

Assist in managing the various resources involved in the Specialist Services works construction process, monitoring the overall progress against plans, managing risks, identifying opportunities, resolving issues and initiating corrective action as appropriate.

Ensure Health and Safety procedures are implemented and monitored. Assist in the preparation of risk assessments and safe systems of work.


Ensure that specialist services resources have had sufficient training to enable them to undertake their duties.


Ensure that the works are programmed to meet with Customers expectations.
Oversee the design of Temporary Traffic Management Schemes.

Assist in the management of resources to ensure compliance with quality procedures, financial regulations and Council Standing Orders


Assist the Specialist Services Manager in developing the quality and environmental procedures.

Ensure continuance of ISO 14001 and ISO 45001 accreditation.

Work collaboratively as part of the wider Assets and Infrastructure department, supporting colleagues to achieve departmental, local and national objectives and represent the Specialist Services Manager in his/her absence, as required.

Assist in ensuring the effective management of health and safety within the area of responsibility, for employees and anyone else affected by the work activities, through the implementation and compliance with health and safety policies, procedures and arrangements.


This profile is indicative of the nature and level of responsibility associated with the post. It is not exhaustive and the post holder may be required to undertake such other duties as may be required by the Director of Assets and Infrastructure to meet the needs and responsibility of the Service and the Council.

Essential

• Educated to degree, HND or HNC level in a relevant discipline or evidence of comparable experience and training.
• Attain SVQ Level 4 in Highways Maintenance and Repair within 2 years of being appointed.
• Attain National Highway Sector Training Module M7 within 1 year of being appointed.

A current driving licence and use of a vehicle is an essential requirement of this post.
