Town Clerk & Responsible Financial Officer

Salary: NJC PAYSCALE 42 – 49

Starting Salary: £53,460 – without current CiLCA qualification (PAYSCALE 42). This will increase dependent upon gaining the CiLCA qualification.

Salary: £57,867 – £61,429 – with current CiLCA qualification (PAYSCALE 46 – 49).

Job type: fixed-term contract of twenty-four months with the potential to renew following this; full-time. There is a 6-month probation period, and a job evaluation will take place during this time.

Applications are invited for the rewarding and challenging full-time post of Town Clerk and Responsible Financial Officer for Prestatyn Town Council.

The Council is looking for a motivated and proactive person to take the Council forward to meet the challenges and opportunities within the Local Council sector.
You will need commitment and vision, together with sound administrative, financial and business management skills, to provide objective and impartial advice to Council Members. You will be a lateral and forward-looking thinker together with an ability to forge strong partnerships with other organisations and the local community.

Applications are invited from persons who already hold the Certificate in Local Council Administration (CiLCA) or a commitment to work towards obtaining this qualification within two years of appointment. Experience of working in local government would be preferred, full training will be given to the right candidate who is expected to lead the staff and advise the Council.

As a minimum you must provide evidence of strong financial management and understanding of budget analysis and process. IT skills including fully conversant with Microsoft Office package. Word Press and website / social media understanding.

Overall Responsibilities
The Town Clerk & RFO will be the Proper Officer of the Council and as such is under a statutory duty to carry out all the functions of the Council, and in particular to serve and issue all the notifications required by law of a local authority’s Proper Officer.

The Town clerk will be totally responsible for ensuring that the instructions of the council and its members in is functions as a Local Authority are carried out. The Town Clerk is expected to advise the Council on and assist in the formation of overall policies to be followed in respect of the Authority’s activities and to produce all the information required for making effective decisions and to implement constructively all decisions.

The Town Clerk is accountable to the Council for the effective management of all its resources and will report to them as and when required. The Town Clerk is expected to be fully involved in the Strategic Planning Process of the Council and Community.

Special Working Condition
Willingness and ability to work varied hours including evenings to fulfil the commitments of the role, particularly to attend council meetings. Some weekend work may be necessary when town events require.
