The Planning, Risk & Insight Manager (Health and Safety) role focuses on gathering and analysing operational insights, data, and plans from across the entire portfolio of Defra group Property (DgP) health and safety activity to create and monitor corporate legal trackers, risk registers, and incident and performance systems.

The role will specialise in the identification and profiling of health and safety risks across Defra, monitoring of national strategies and business plans that focus on key priorities, gathering and managing data, and coordinating assurance programmes to ensure compliance with all legal health and safety obligations while driving continuous improvement. This will support the identification of areas with recurring issues, costly downtime, and high levels of conflicting priorities, allowing for trend monitoring and reporting and supporting a more data-based method for predicting spend across the estate.

The post is primarily focused on Defra group Property, working across the health and safety remit, but will interface with other Corporate Services Functions and Defra group organizations as required. This will help align ways of working and improve cross-functional relationships, streamlining and improving processes and policies.

Key Responsibilities:

  • Develop and implement a robust property incident data reporting process.
  • Support with identifying, assessing, and managing risks, working closely with risk managers to implement risk management processes and develop insightful risk reporting.
  • Working with DgP colleagues, service providers and other stakeholders to ensure processes are aligned, with timely data sharing to ensure common knowledge of incident data
  • Provide evidence-based insights to inform decision-making, collaborating with stakeholders to implement insight-driven strategies and develop insightful reporting and analysis.
  • Create and maintain dashboards and reports that present data in an easily digestible format.
  • Collaborate with property colleagues to understand their data visualisation needs and ensure the reporting system meets these requirements.
  • Monitor and analyse data to identify trends, recurring issues, and areas of concern.
  • Engage with H&S senior leaders to develop and implement strategic plans, ensuring alignment with organisational goals and supporting the execution of strategic initiatives.
  • Champion the delivery of the strategic planning framework.
  • Provide regular updates and insights to property colleagues and senior leadership team.
  • Ensure data accuracy and integrity within the reporting system, working with local teams to remove any duplicated or inefficient processes.
  • Ensure appropriate governance, policies, and procedures are in place and continually improved.
  • Support the organisation in implementing effective arrangements through assurance and continuous improvement activities across Defra group Property.
  • Develop business plans focusing on key priorities and manage data and assurance programmes to ensure compliance with all legal health and safety obligations related to incident reporting activities.
  • Develop and maintain a safety management system aligned to ISO45001.
  • Keeping track of health and safety audit and assurance programmes (actions and outcomes) across DgP health and safety portfolio, monitoring progress, and feeding improvements into action plans and strategy.
  • Coordinating all H&S related FOIs, PQs, Cabinet Correspondence etc ensuring contribution from H&S subject matter experts and Deputy Director sign off as required.
  • Based on risks, look for areas to optimise and standardise common frameworks, processes, and tools.
  • Capture and share lessons from significant incidents (safety alerts) or common trends – communicate to Defra’s Executive Committee and other senior leaders.

Please note this role can be based at any Defra office, where there is capacity. Travel to other sites and overnight stays may be required for meetings or training events.
