Serco are recruiting for a Security Manager to join the team based at our Corsham site in Wiltshire. As the Security Manager, you will be the driving force behind the security posture across three critical Ministry of Defence (MoD) sites. Your primary objective is to lead a dedicated team in the strategic delivery of a compliant, efficient, and innovative security service that protects our client's most sensitive assets. You will serve as the trusted security advisor to the customer, ensuring operational excellence is achieved within budgetary guidelines.
We are seeking a proactive security leader to ensure the site's security measures are robust, resilient, and fully compliant with all governing regulations, including the HMG Security Policy Framework and JSP 440. You will be the main point of contact for all security issues, providing expert advice to management and contractors while staying ahead of evolving threats. This role requires a professional committed to implementing the highest security standards, protecting our integrity, and driving forward-thinking security solutions.
Main Accountabilities:
People leadership and management
- Lead a team of security personnel across three distinct sites, ensuring high standards of performance and operational effectiveness.
- Provide direct line management to two Site Security Officers, guiding and empowering them to effectively manage their respective teams.
- Drive employee development by overseeing recruitment, induction, training, and ongoing performance management to build a skilled and motivated workforce.
- Manage all people processes, including performance reviews, absence management, and disciplinary procedures, in line with corporate guidelines.
- Ensure training compliance by confirming all employees receive the necessary training to meet service requirements and understand their responsibilities under the Success-Profiles framework.
Financial management
- Support the Contract Manager in formulating budget forecasts and maintaining day-to-day control over budget spend.
- Produce the Latest Best Estimate (LBE) and manage the Cost to Complete (CTC) based on SAP reports, ensuring financial accuracy.
Contract and compliance
- Achieve and record contractual Key Performance Indicators (KPIs) and corporate Material Obligations (MOs), investigating and reporting on any anomalies.
- Conduct security investigations and reviews in line with governing regulations and promptly address any breaches or incidents.
- Ensure contractual compliance by managing and reviewing departmental work instructions and procedures.
- Ensure all physical security measures are maintained and regularly reviewed in accordance with site regulations.
- Supervise the delivery of security upgrades, confirming they are completed to satisfactory specifications and within agreed timescales.
- Oversee regular security inspections and audits to ensure compliance with site requirements.
Operational excellence and strategic growth
- Formalise and implement security procedures on behalf of the customer, ensuring alignment with their requirements.
- Foster strong working relationships with key external security stakeholders
- Educate and inform staff on all security-related matters, including requirements, threats, and alert states.
- Manage the contract succession plan through regular reviews to ensure future stability.
- Ensure all security staff hold valid SIA licences and that any changes to their circumstances are reported correctly.
Strategic engagement
- Build and maintain effective communication channels with local security services and the MoD to ensure effective emergency response processes are in place for each site.
What you’ll need to do the role:
- Security Expertise: You will have proven experience in a secure FSC, MOD or similar working environment, coupled with a deep working knowledge of Government Functional Standard GovS 007: Security and JSP 440.
- Vetting and Compliance: Experience managing the vetting process and handling protectively marked assets (including their transport, storage, and destruction) is essential.
- Recognised Qualification: Hold a recognised qualification in Security Management or Supervision, such as a DISA certificate or similar.
- Security clearance: The ability to achieve and maintain a UK Security Check (SC) clearance is a mandatory requirement.
- A proven leader with a track record of building and managing high-performing teams.
- Excellent interpersonal and communication skills, with the ability to engage effectively with both internal and external stakeholders, including the client security team.
- Strong computer literacy, particularly with Microsoft Office Suite.
- A valid UK Driving Licence.
- A commitment to ongoing professional development, with a view to achieving membership of the Defence Security Industry Association.
