What's involved with this role:

Job Title: Strategic Finance Manager

Ref: Cornwall 5278942

Pay rate: £277.07 to £393.48 per day PAYE

Role length: Anticipated 6 months

Working arrangements: Hybrid: on site presence 1-2 days per week (could be negotiable)



The role:

We are seeking a Strategic Finance Manager to provide strategic financial support and advice for Adult Social Care and partnership arrangements including joint work between health and social care, ensuring alignment with revenue, capital budgets, and the medium-term financial plan. You will act as the senior financial advisor to directors and committees, coordinating cross-organisational efforts with public sector partners to support strategic decision-making and project delivery.

You will be a qualified CCAB accountant (ideally CIPFA) with proven post-qualification and management experience in local government, demonstrating strong financial management, regulatory knowledge, and the ability to build strategic relationships and drive performance.



Key responsibilities:

Leadership and management of the financial services for allocated directorates, comprising of business reporting manager, service accountants and management accountants
Manage a finance team of up to 10 staff (direct and indirect reports)
Partner with senior managers to uphold financial control and statutory responsibilities (s151, LG Act 1972) through a modern, value-adding accountancy approach
Support directorates in shaping financial plans, policies, and strategies, promoting value for money Council-wide
Ensure robust monitoring to align spending with priorities, achieve value for money, and address budget overspends with action plans
Advise service directors to support informed decision-making and optimise income under evolving local government finance and devolution frameworks



What the client is looking for:

Qualified CCAB accountant (ideally CIPFA) with post-qualification and management experience in local government or similar complex organisations
Strong track record in financial management — budgeting, planning, monitoring, and control under tight constraints
Proven ability to advise and build strong relationships with elected or board members
Up-to-date knowledge of financial legislation, government policy, and best practices
Experience driving a performance management culture, backed by effective management systems
Solid grasp of local government finance regulations and compliance
