1. CLINICAL RESPONSIBILITIES 1.1 Act as the trusts expert in advising on clinical incidents where information was a factor, be that integrity, availability, or security. 2. RESPONSIBILITY FOR PATIENTS 2.1 Actively manage risk by implementing and helping to shape the trust information risk management procedures and strategy. 2.2 Maintain and update an active risk register and regularly review key business process and risk control points. Report severe incidents and risk incidents in line with the quality management procedures and systems. 3. RESPONSIBILITY FOR POLICY AND SERVICE DEVELOPMENT 3.1 Propose changes to own project, service, initiative work, informing policy and making recommendations for more effective delivery. 3.2 Contribute to the review and development of existing project information management systems and contribute to the development of an integrated approach to project management. 4. RESPONSIBILITY FOR FINANCIAL AND PHYSICAL RESOURCES 4.1 Responsible for matching the available budget for each workstream to the appropriate staff resources and projects and for ensuring that the budget breaks even. Co-ordinate the budget, monitoring expenditure against target areas. 4.2 Responsible for supporting the commissioning of projects and procurement of services to support project delivery. 4.3 Provide financial reports to Directors and the Board as required. 4.4 Provide advice and prepare strategic reports and briefings for directors and stakeholders. 4.5 In depth analysis, interpretation and production of complex and multiple reports including financial returns. 4.6 Act in a way that is compliant with Standing Orders and Standing Financial Instructions in the discharge of this responsibility. 4.7 Constantly strive for value for money and greater efficiency in the use of these budgets and to ensure that they operate in recurrent financial balance year on year. 5. RESPONSIBILITY FOR LEADING AND MANAGING 5.1 Responsible for managing the operational aspects of the Freedom of Information Service. 5.2 Provide senior strategic advice regarding information governance in a diverse range of settings. 5.3 Provide strategic leadership regarding information governance services and solutions to the trust and customers. 5.4 Ensure the provision of effective and objective advice and analysis of a wide range of political, supplier, industry experts, service and public/community information and views. 5.5 Lead the information governance aspects of transformational change and the implementation of integrated, innovative and effective new models of care. 5.6 Understand key objectives in overall assurance, strategic objectives and the delivery of business and services and the impact of appropriate Information Governance on this agenda. Including but not limited to Data Protection, Information Risk, Information Security (non-technical) and Records Management 5.7 Manage or co-ordination of information incident escalation and investigation. 5.8 Engage with national and regional bodies and forums, as required. 5.9 Responsible for individual development on the job and job performance management. Work in conjunction with line managers and other job managers to assess and manage confidential information about an individuals performance and capability development. 5.10 Ensure the team operate within agreed budgets for the delivery of the service. 5.11 Lead the creation and implementation of information systems for collecting, evaluating and interpreting data relating to inform short, medium and long term strategies for the team and the trust. 5.12 Plan, develop and evaluate methods and processes for gathering, analysing, interpreting and presenting data and information. 5.13 Deliver projects to comply with key performance indicators. 5.14 Co-ordinating Research & Development initiatives, delegating as appropriate. 5.15 To lead the development of Information Governance audit, assurance and consultancy products ensuring the trust is at the forefront of the IG. 5.16 Developing audit and assurance products which drive forward quality improvement for delivery across the trust and customer portfolio and allow for comparison and benchmarking opportunities. 6. RESPONSIBILITY FOR INFORMATION RESOURCES 6.1 Devise and provide improvements to current management information, analysing, reporting and suggesting procedures to enhance decision making processes. 6.2 Ensure timely and accurate information analysis and reporting to management on agreed areas of work. 7. RESPONSIBILITY FOR RESEARCH AND DEVELOPMENT 7.1 Lead the team in the delivery of project plans, allocating tasks as appropriate, identifying risks, issues and dependencies, considering best practice and current options and ultimately making decisions in the best interest of the project. 7.2 Develop a comprehensive and cohesive plan for transition periods, which is consistent with the overall project timetable, meets the strategic direction of the team and minimises unnecessary disruption to stakeholders involved in the process and is operationally sound. 7.3 Pro-actively manage stakeholders, respond to and resolve conflict between different stakeholders when this arises through facilitation or other appropriate mechanisms. 7.4 Be responsible for a high standard of work supporting the delivery of projects on time, to quality standards and in a cost effective manner. Maintain the project initiation document and associated plans with regular team meetings to monitor progress and resources. 7.5 Ensure the flexibility of projects if required to meet conflicting/changing requirements. 7.6 Responsible for the planning and organisation of numerous events/meetings. Ensuring communication tools are used to their maximum value for circulating the minutes, agenda and presentations in a timely manner. 7.7 Demonstrate effective stakeholder management across different departments and at all levels. 7.8 Support other project managers as and when required. 7.9 Take into account the impact of any change the projects will have on the business and oversee handover of any products to ensure full ownership and buy-in within the business. 7.10 Ensure that the projects maintain business focus, have clear authority and that the context, including risks, are actively managed in alignment with the strategic priorities of NHS. GENERAL RESPONSIBILITIES Infection Control Infection control is everyones responsibility. All staff, both clinical and non clinical, are required to adhere to the Trusts Infection Prevention and Control policies and procedures and the Health Act (2006) Code of Practice for the prevention and control healthcare associated infections and make every effort to maintain high standards of infection control at all times thereby reducing the risk of Healthcare Associated infections. It is the duty of every member of staff to take personal responsibility for the prevention and control of infection, as laid down in the Trusts polices and procedures which reflect the statutory requirements of the Hygiene Code. To work in close collaboration with the Infection Control Team. To ensure that monitoring of clinical practice is undertaken at the agreed frequency. To ensure that the ward environments are cleaned and maintained to the highest standards; ensuring that shortfalls are rectified, or escalate as necessary. To ensure that all relevant monitoring data and issues are provided to the Directorates Governance structures. To ensure that all staff are released to attend infection control-related educational sessions and staff with specialist roles, e.g. link practitioners, are released to undertake their duties. Health and Safety at Work The post holder is required to: Take reasonable care for the health and safety of himself/herself and other persons who may be affected by their actions or omissions at work. Co-operate with the employer in ensuring that all statutory and other requirements are complied with.
