Pay rate: Up to £43.56 per hour PAYE
Contract Type: Temporary, Anticipated 2 to 3 months
Working Arrangement: Hybrid with one day in the office, but may be able to be flexible depending on the candidate.
Team all work from Thrapston, Offices as of Mon 13th Oct.
The role:
On behalf of a local council, we are seeking a Principal Development Management Officer to ensure the timely processing of planning submissions and related activities such as appeals, in accordance with national and local performance targets. To investigate, assess and take appropriate action in respect of alleged breaches of planning control to safeguard the environmental quality and amenities of North Northamptonshire, and maintain public confidence in the planning system.
You will supervise, mentor and/or direct staff as required, including all aspects of performance management and training and development needs.
Key Responsibilities:
Support senior colleagues and Managers in the Planning Service with all day-to-day operations within the framework of delegated authority and operational guidelines
Supervise, mentor and/or direct assigned staff, and deputise for the Lead Planning officers in staffing matters as required
Support the preparation and maintenance of Personal Development Plans, performance appraisals and reviews for all assigned staff
Annually review job descriptions and to ensure records are kept of all training and development undertaken by staff within the team.
Mentoring other team members and deputising for the Lead Planning officers and Managers as required
Ensuring the highest levels of customer service
Support initiatives and all aspects of process improvement and systems review where needed
Take responsibility for personal development and continuous improvement to develop a thorough understanding of current issues, processes, legislation or systems
Maximise personal productivity, minimise errors and produce high quality and timely work outputs.
What the client is looking for:
Degree in Town and Country Planning or a related discipline (essential).
Full membership (or eligibility for membership) of the Royal Town Planning Institute (RTPI) (essential)
In-depth knowledge of planning legislation and procedures, including the Town and Country Planning Acts, National Planning Policy Framework (NPPF), and related regulations.
Strong analytical and assessment skills, with the ability to interpret complex planning information, site plans, environmental reports, and legal documents.
Substantial post-qualification experience in development management or a related area within local government or a similar environment.
Proven experience of processing a range of complex and major planning applications, pre-application submissions, and appeals.
Experience in dealing with planning enforcement matters, including investigation of alleged breaches, negotiation of resolutions, and preparation of reports for formal action where necessary.
Demonstrated experience of mentoring and supporting junior officers, conducting appraisals, and contributing to team performance management.
Experience in representing the authority at planning committees, public inquiries, and informal hearings.
Track record of collaborative working across departments and with external partners, such as statutory consultees, developers, and community representatives.
