We are looking for a Policy Advisor to contribute to shaping the regulatory landscape that underpins one of the UK’s most significant infrastructure projects.

Heathrow is the UK’s only hub airport and holds a dominant position in the aviation market. To ensure fair pricing and protect the interests of passengers, the Civil Aviation Authority (CAA) regulates Heathrow’s charges. That regulation also plays a critical role in enabling the airport to secure the finance needed for expansion. In this role, you’ll be part of the team that sets the Department’s approach to Heathrow’s regulatory framework – a core pillar of the overall expansion programme, one of the UK’s most high-profile infrastructure projects.

This role sits within the team responsible for setting and delivering the Department’s overall approach to the economic regulation of Heathrow. You will support the development of the future regulatory framework while playing a critical role in ensuring current workstreams run effectively and efficiently.

Key responsibilities will include:

  • Coordinating regular engagement with the CAA, including agenda setting, logistics, and preparation of briefing material for SRO- and Director-level meetings.
  • Supporting the development and delivery of specific policy proposals (e.g. secondary legislation, regulatory duties).
  • Drafting clear, concise policy notes, correspondence, and briefings for internal and external audiences.
  • Managing information flow and document control across the programme and regulatory partners.
  • Undertaking analysis and research to inform policy options and ministerial advice.
  • Helping to map and maintain stakeholder engagement routes across the Department and with the CAA.
  • Monitoring regulatory developments, flagging risks, and maintaining internal tracking tools and logs.
