Our service The Licensing Service carries out an important regulatory function, undertaking a range of duties to help ensure public safety and support business throughout the North Yorkshire Council area.

The team provides advice and guidance, processes applications within legal timeframes, carries out inspections, and investigates complaints. This involves working closely with various stakeholders, including internal and external partners such as the Police, Fire Service, and local businesses.

The role involves providing excellent customer service across the full range of licensing functions, including the Licensing Act 2003, Gambling Act 2005, Taxis, Animal Activities, Pavement Licensing and Street Trading. This is a very varied and fast-paced role, and you will be expected to have the drive and motivation to independently manage your workload and lead on key areas of work.

Main responsibilities:
• Lead on cases providing expertise, guidance, direction, and support on specific subject areas including Licensing Act 2003, Gambling Act 2005, Taxis, Animal Activities, Pavement Licensing and Street Trading.
• Determine licence applications in more complex cases, including preparing and presenting reports to committees.
• Assist with the formulation and review of Council policies and take the lead in a specific area of work.
• Investigate complaints and lead on regulatory action against a range of licensed premises, vehicles, activities and individuals.
• Visit licensed premises to inspect and give clear advice on achieving compliance.
• Organise and undertake inspections, visits and investigations in respect of a range of compliance matters, premises and activities across the full range of compliance options.

You will be predominantly based in the Harrogate office; however, you will occasionally be required to attend meetings at other offices in the North Yorkshire area. The cost of travel between the offices, either by train or car, will be covered.

What you will bring
We would like to hear form candidates that have:
• Ability to communicate effectively across a range of situations including verbal, written, and other mediums including report writing and presenting to committee.
• Able to work independently and as part of a team.
• Work to legislative, process and policy timescales at times under pressure.
• Able to interpret complex legislation and provide clear advice, direction and guidance to stakeholders and colleagues.
• For this role you are required to have a full UK driving licence, a licensing pool car is available to assist in your duties.
• Willing and able to undertake some out of hours work as required.
