Finance Manager (People Services)
Role Overview:
The People Services division via the Government Commercial Organisation (GCO) is the employer of senior commercial professionals within the GCF. A major part of the Finance Manager’s role is to recover the payroll and associated costs of commercial specialists working in other Government Departments and the wider public sector. It also involves being a key stakeholder in a range of projects with internal departments to deliver objectives such as implementing new systems, improving billing processes, changing payment mechanisms and improving data quality issues. As well as overseeing cost recovery, the Finance Manager is responsible for being the lead management accountant for the People Services division in the CCP. The work is fast-paced and the job holder will play a key role in ensuring the sound financial management of their areas. Going forward, the finance team will evolve and this role may include supporting other areas of the business.
Your responsibilities will include:
- Manage and undertake cost recovery –to manage and undertake the cost recovery process for People Services. The majority of this work is ensuring that employment and recruitment costs relating to GCO commercial specialists are recharged to government departments and any other public bodies. The postholder will need to follow up on any queries in relation to this from government departments and strive to recover the cash paid out as quickly as possible.
- Finance business partnering – the Finance Manager role will work with a wide range of stakeholders as outlined above; having the ability to work collegiately and balancing that with suitable and appropriate challenge and scrutiny is essential to the role. The post also requires the Finance Manager to build partnerships and maintain strong relationships with all operational senior managers and their teams including ensuring that data (inwards) is being managed effectively and work with stakeholders to keep deliverables and timelines on track.
- Month end process– to review, analyse, prepare and post monthly accruals, prepayments and other accounting entries to ensure each cost centre data is correct. To analyse and report significant budgetary variances to the Deputy Head of Finance.
- Budget management and forecasting – to work closely with your designated budget holders and service delivery teams to effectively and accurately manage the division’s financial targets.
- Internal reporting - To prepare reporting packs that are clear, succinct, accurate and ensure that all budget holders have the opportunity to access dedicated financial support and that a visible presence is achieved by the arrangement of regular meetings and updates.
- Line management – to manage, coach and develop a team member. Responsible for overall deliverables and behaviours
- Compliance –to ensure compliance with internal policies and procedures, financial reporting standards, including principles around Managing Public Money and FReM. Additionally, lead on any audit requirements relating to your area of work.
- Financial modelling –to prepare financial models as needed to price projects, products and achieve deliverables.
- Governance and financial accountability –to provide support with data analysis and narrative for Customer Board, Oversight Committee and any other governance group.
- Where necessary, undertake any other work and projects, in support of the Capability programme and the Government Commercial Function.
