In this role, you’ll be responsible for designing, building, testing, documenting, and maintaining digital applications using our low-code development platform. You’ll work closely with stakeholders to understand requirements and deliver solutions that improve efficiency and enhance user experience.
Training on our low-code platform (Netcall Liberty Create) will be provided, so if you're eager to learn and grow, we want to hear from you!
What You’ll Bring:
- A proactive, driven attitude and a willingness to learn new skills
- Experience working with customers to gather and understand technical requirements
- Knowledge of relational databases and data structures
- Background in business analysis, process mapping, and process improvement
- Strong communication and teamwork skills
- A keen eye for detail and a methodical approach to problem-solving
- Excellent organisational skills, with the ability to meet deadlines and stay calm under pressure
Desirable Skills:
- Experience of the software development lifecycle, especially testing
- Understanding of low-code platforms (ideally Netcall Liberty Create)
- Familiarity with web application development and database design

Job Details
To work as a member of the IT Business Services team with a primary focus on the effective use of the development platforms to bring about Council Wide digital transformation.
The key areas of responsibility are:
• Administration of the development platforms
• Working with Service Departments to being about transformational change using the Council’s development tools.
• Providing Level 2 IT Support.
• Assisting with the support and development of the Council’s MIS estate as required.
• Provide professional advice and guidance to enable digital transformation
• Assist with the evaluation, selection and standardisation of new technologies.
The Jobholder will be a proactive and forward-thinking individual with experience of monitoring, evaluating, implementing and supporting Management Information Systems and providing end user support.

Relevant Qualifications
Relevant HND and/or able to demonstrate equivalent knowledge, skills and competencies gained through relevant experience.
Driving Licence
As the duties of this role require you to effectively travel to successfully undertake the full remit of the role, you must hold a current driving licence and have access to a vehicle.*

Level 1 Disclosure Clearance
This role requires Level 1 Disclosure Clearance to allow access to the Public Sector Network. ELC will submit a Police Act Disclosure application on behalf of the preferred candidate and receipt of the subsequent certificate will be required prior to commencement.
