Do you want to lead one of the most ambitious transport transformation programmes in the West Midlands.

We are seeking an experienced programme lead to take on the pivotal role of Head of Programme Delivery – Bus Reform, responsible for driving a critical transition programme with a fixed deadline that will prepare Transport for West Midlands (TfWM) for the introduction of bus franchising.

This high-profile role will see you lead and coordinate a set of parallel workstreams, navigating dependencies and aligning delivery with a maturing operating model. You will establish, manage, and inspire a high-performing team in a dynamic environment, with evolving priorities.

We’re looking for someone with proven programme management experience, ideally in the transport sector (preferably operations in Bus or Public Transport), and with a track record of delivering complex programmes within multi-disciplinary teams. You’ll be confident managing change, balancing competing priorities, and providing calm, clear direction to colleagues and stakeholders.

To succeed, you will also need to foster a collaborative and inclusive culture, building strong relationships internally and externally, and operating effectively in a politically sensitive environment with a wide range of stakeholders.

This is a unique opportunity to take ownership of a landmark programme, ensuring TfWM is ready to go live with bus franchising and helping to reshape the region’s transport future.

What you will be doing

  • On behalf of the Transport Portfolio Office, establish, lead and manage the Bus Reform programme team.
  • Provide dedicated programme management to the Director of Bus Reform by embedding a high performing team and working with subject matter experts across the business to drive performance and successfully deliver to a fixed deadline.
  • Establish, maintain and communicate governance, budget, resource planning and critical path requirements in support of the Bus Reform team.
  • Lead the implementation and production of the programme dashboard and project controls, ensuring discipline, consistent best practice and transparency are embedded into the management of performance of the programme to time, cost and schedule.
  • Lead, motivate, and develop a high-performing programme team
  • Responsible for contributing to the identification and oversight of Health, Safety & Environmental in the programme
  • Embed project management best practice and establish robust resource management planning for the duration of the programme.
  • Assist in the preparation and presentation of reports for key governance boards and scrutiny committees as required.
  • Follow appropriate governance processes for dealing with any financial activities

  • Evidence of delivering successful programmes within scope, time and budget
  • Experienced in cost control practices
  • Experience in leading change initiatives and engaging a broad range of stakeholders
  • Evidence of establishing and maintaining strong working relationships in a multi-disciplinary environment
  • Able to confidently present and adapt to audiences of different seniorities
  • Ability to analyse, interpret, disseminate, and present complex concepts and information clearly and concisely
  • Degreeorpostgraduatequalificationina relatedactivity; business change, project/programme management or equivalent experience
  • Project Management Qualification or equivalent experience (including transport industry experience)
  • Relevant qualification (e.g., Cert CII, Dip CII)

Location.

The location for this role is 16 Summer Lane with at least 2-3 days a week spent in the office.
