Pay rate: £356.29 per day PAYE
Role length: Anticipated 5 - 6 months
Working arrangements: Hybrid - expected on day one to collect laptop and receive induction and then office attendance as and when required by the service and project
Working hours: Part time role - 3 days per week, with worked days to be agreed
The role:
The Council owns and manages approximately 28,000 social housing properties, with around 3,000 of these connected to communal heating systems. These systems span 23 schemes across 60–70 residential blocks.
With the phased introduction of the new Consumer Protection Regulations from April 2025, the Council is set to become an OFGEM regulated heat supplier. To prepare for this, we are seeking experienced consultancy support to develop a comprehensive compliance plan by the end of 2025. This plan will ensure the Council meets full regulatory compliance by April 2026.
In order to carry out this role, you will need experience in housing and district heating sectors with expertise in UK heat network regulations, OFGEM requirements, and consumer protection, combined with strong skills in regulatory consultancy, collaborative public sector work, strategic guidance, project management, and administrative tasks like agenda preparation and risk tracking.
Key responsibilities:
Conduct a thorough review of the Council’s existing policies, processes, and operational structures relating to communal heat supply
Identify gaps in current practices and provide clear, actionable recommendations for achieving full compliance with the Consumer Protection Regulations
Develop a detailed compliance plan that accounts for any updates or phased elements of the Regulations between now and April 2026 include, where relevant, overlapping compliance
requirements arising from the forthcoming Heat Network Technical Assurance Scheme (HNTAS) and Heat Network Zoning Regulations noting that the primary focus of this engagement is the Consumer Protection Regulations
Make recommendations for necessary policy, process, and structural changes
Maintain a progress tracker and risk log for the project, managing deadlines and escalating risks as needed
Be the lead point of contact for external consultants, managing flow of work between external consultants and internal teams
Directing the work of a Business Analyst
Prepare agendas and take minutes/actions for project/programme boards
What the client is looking for:
Previous project manager experience
Previous work related to Housing and/or the District Heating Sector
Proven track record of regulatory consultancy in the energy, housing, or public sectors
Strong understanding of UK heat network regulations, particularly new Consumer Protection Regulations
Knowledge of OFGEM requirements, Heat Network Technical Assurance Scheme and Heat Network Zoning
Ability to work collaboratively with public sector organisations and deliver clear, strategic guidance
Experience of preparing agendas and minute taking
Previous experience of maintaining a progress tracker and risk log for the project, managing deadlines and escalating risks
