Job Description
Lead and evolve the STEM learning ecosystem in the Moray area, to support a STEM skills educational pathway from Early years through to broad general education and beyond. This shall include the management of the network of STEM starts Centres and associated resources and activities, evolution of the STEM Learning programme for Nurseries, Schools and home learners, management of mobile Outreach Service and associated Lending library of STEM materials and evolution of the STEM learning network.
Assume responsibility for a small team and line manage STEM Coordinators within Moray Council, ensuring co-ordination and management of activities across all elements of the STEM Starts Programme.
Requirements
This post is considered to be a ‘Regulated Role’ under the Disclosure (Scotland) Act 2020. Under the Act, it is a legal requirement for an individual undertaking a regulated role with children or protected adults to be a member of the Protecting Vulnerable Groups (PVG) scheme. The successful candidate will therefore be required to join the PVG Scheme or undergo a PVG Scheme Update check prior to any formal offer of employment being made by Moray Council.
Responsibilities
Lead the STEM Starts learning ecosystem in Moray to deliver of the annual operational and service objectives, outcomes and associated benefits, ensuring Moray council and Scottish Government performance measures are realised
Set the strategic direction for the STEM Starts network of centres within the Moray area and thereafter lead in the delivery of the operational and service plan, ensuring milestones, timescales and benefits to deliver the STEM Starts programme of activities and events are met
Lead in the operation and delivery of the STEM Starts Outreach Service and the associated management of the STEM learning resources and curriculum
Assume Lead responsibility for the evolution of the STEM Starts learning Programme, to support the enhancement of STEM curriculum and learning and teaching provisions across the authority
Develop and deliver a STEM Starts Engagement programme. Lead in the cultivation and stewardship of key relationships with a range of stakeholders, including those from the schools and nurseries, communities, businesses, academic institutions and the third sector
Lead in the development of a Revenue funding stream, to enable the STEM Starts Initiative to be sustainable in future years
The Individual
A strong background in early years education or a related field, preferably with experience in science education or STEM Learning
Proven experience in leading and motivating teams, including recruiting, training, and managing staff and volunteers
Proven experience of managing budgets and associated financial planning
Proven experience of project management and delivering outcomes successfully
Proven experience of analysing complex information to identify opportunities for improvements
Demonstratable experience of partnership working with the ability to build and maintain strong and effective working relationships
A Degree or equivalent in a STEM related subject or the ability to demonstrate the equivalent relevant work experience
Or
Able to demonstrate expert knowledge within a specific area of the Curriculum for Excellence (first and second level) in a STEM related subject
Knowledge of, and ability to work effectively within, relevant child protection legislation and practice.
Self-confident, self-motivated and able to work independently
Ability to implement change
Appreciation, acceptance of and a commitment to confidentiality
Ability to use Microsoft Office suite inc. Word, Excel and Teams or equivalent
Ability to manage and evolve a comprehensive science engagement programme. This will include the development of a variety of events for young learners, educators and public audiences and the ability to present the Science concepts to a young audience in an interesting, entertaining, fun and engaging way.
Ability to prepare detailed reports and project/budget plans
Demonstrable critical analysis skills
Requirement to travel efficiently and effectively between various work locations within Moray to meet the operational requirements of the Service. Due to the rural nature of Moray, this is normally undertaken by use of a car/van
Strong communication skills with ability to engage with colleagues, partners and the public to build productive relationships with key stakeholders
Ability to interact and engage with young learners, those with additional support needs and their carers & educators
Ability to work flexibly to meet the needs and demands of the service.
Hybrid working - Work location can be home, with a requirement for some time in the STEM Starts Centres in Elgin and other locations across Moray, dependent on the demands of the programme.

Starting Salary: £57172 (pro rata)
£30.33 per hour
21.75 hours per week
