To support this transformation, we are looking for a passionate and dedicated Talent Attraction and Development Manager to join our team.

About the Role:

The Talent Attraction and Development Manager will play a leading role in delivering a people-first culture and supporting TSCG's ambitions to be an employer of choice within the Further Education (FE) sector. This role involves leading the Talent Attraction and Development Team to ensure the effective delivery of People and Culture ambitions as detailed in the People and Culture Strategy and TSCG "Deal for Colleagues."

Key Responsibilities:

People and Culture Ambitions:

Lead the Talent Attraction and Development Team to support TSCG's People and Culture ambitions.
Redesign and launch the Pathway+ Development Scheme and expand Learning & Development initiatives.
Oversee talent attraction, selection, and onboarding processes to improve the experience for new employees and ensure compliance with statutory and regulatory obligations.
Partnering Service:

Act as a partner to senior managers to understand and address their people-related challenges.
Provide senior business partnership services and ensure legal compliance of People processes.
Develop and implement key People and Culture initiatives, including competency frameworks, career families, performance management, leadership development programs, and workforce planning.
Talent Attraction:

Manage the Applicant Tracking System and ensure optimal utilisation and timely reporting.
Develop and achieve service levels and key performance indicators for the Talent Attraction and Development team.
Lead the implementation of the job evaluation system and ensure compliance with safeguarding and safer recruitment requirements.
General:

Maximise the utilisation of the apprenticeship levy for both existing staff and vacancies.
Ensure compliance with employment legislation and Group policies.
Identify and evaluate opportunities for process improvements and streamlining within areas of oversight.
Support the Director of People and Culture with budget and financial management.
Adhere to Group policies and procedures and demonstrate high standards of personal and professional conduct.
Skills and Experience:

The ideal candidate for the Talent Attraction and Development Manager position should be CIPD qualified to chartered status or possess substantial equivalent HR experience. They should be educated to level 7 or have experience demonstrating the capabilities associated with a qualification at that level. The candidate should have a strong knowledge of learning and development, talent attraction, HR best practices, EDI (Equality, Diversity, and Inclusion), and employment law.

Experience is crucial for this role. The candidate should have significant experience in an HR environment at a professional or advisory level, managing HR teams, and leading talent attraction. They should also have experience in managing conflict and sensitive issues, designing and delivering learning and development activities, and implementing LMS or online Career Pathway systems.

In terms of skills and abilities, the candidate should possess advanced communication, organisational, and interpersonal skills. They should be able to work under pressure, be flexible, and work independently. Effective organisational and planning skills are essential, along with the ability to think ahead, prioritise, and organise work. The candidate should be innovative, committed to personal development, and able to work cooperatively with others.
