Job Title: Public Health Consultant (Dudley 119845)
Pay rate: £400 per day PAYE, TBC
Role length: Anticipated 12 months
Working arrangements: Hybrid working
To apply for this role, you must be included in the GMC Full and Specialist Register with a licence to practice, the GDC Specialist List, or the UK Public Health Register (UKPHR) for Public Health Specialists. You will have proven experience in strategic leadership, change management, and operational delivery within public health. Strong analytical skills, the ability to influence senior stakeholders, and in-depth knowledge of health and care systems, public health practice, and reducing health inequalities are essential.
The role:
We are seeking an experienced and dynamic Consultant in Public Health to play a pivotal leadership role in improving the health and wellbeing of diverse communities.
This is a senior appointment reporting directly to the Director of Public Health, with a focus on leading the life course approach to health improvement through outcomes-driven commissioning and system leadership.
You will be responsible for developing and implementing evidence-based, innovative, and equitable public health strategies and commissioning frameworks.
This is a unique opportunity to influence and collaborate across organisations, manage resources, and shape services that deliver real and lasting improvements in population health and health equity.
Key responsibilities:
Lead the development of outcomes-based commissioning across the life course, informed by health needs assessments and robust evidence
Provide strategic leadership in delivering the Council’s statutory duties to improve public health, working closely with internal and external partners across the system and area
Influence and support budget allocation across organisations, while championing community-based, preventative approaches to health improvement
Act as a senior public health leader across all domains: health protection, health improvement, healthcare public health, and health intelligence
Lead strategic partnerships and co-commissioning work with NHS, ICSs, OHID, UKHSA, and other regional stakeholders
Drive a continuous improvement culture using evaluation, equity audits, and performance frameworks such as the Public Health Outcomes Framework
Contribute to workforce development including public health trainees and academic partnerships
Deputise for the Director of Public Health as required
Lead on strategic objectives aligned to the Council Plan and the Health and Wellbeing Board priorities
Improving population health outcomes across the life course
Embed equity and reducing health inequalities
Develop whole system commissioning models and partnership delivery frameworks
Support the development and delivery of public health services and interventions that are innovative, sustainable, and evidence-informed
Line manage staff members including performance and appraisal duties
Manage budgets and financial responsibilities in line with Council’s scheme of delegation
What the client is looking for:
In line with legislation, inclusion in the GMC Full and Specialist Register with a license to practice/GDC Specialist List or inclusion in the UK Public Health Register (UKPHR) for Public Health Specialists
If an applicant is UK trained in Public Health, they must ALSO be a holder of a Certificate of Completion of Training (CCT), or be within six months of award of CCT by date of interview. If an applicant is non-UK trained, they will be required to show evidence of equivalence to the UK CCT
Applicants must meet minimum CPD requirements in accordance with Faculty of Public Health requirements or other recognised body
Membership of the Faculty of Public Health by examination, by exemption or by assessment, or equivalent
Able to influence senior members including directors and CEOs
Able to both lead teams and to able to contribute effectively in teams led by junior colleagues
Commitment to work within a political system irrespective of personal political affiliations
Delivery of successful change management programmes across organisational boundaries
Experience of using complex information to explain public health issues to a range of audiences
Strategic thinker with proven leadership skills and operational nous
Able to demonstrate and motivate organisations to contribute to improving the public’s health and wellbeing through mainstream activities and within resources
Ability to lead and manage the response successfully in unplanned and unforeseen circumstances
Analytical skills able to utilise both qualitative (including health economics) and quantitative information
Ability to design, develop, interpret and implement strategies and policies
In-depth understanding of health and care system and relationships with both local & national government
In depth knowledge of methods of developing clinical quality assurance, quality improvement, evaluations and evidence based public health practice
Strong and demonstrable understanding of interfaces between health, social care and key partners (dealing with wider determinants of health)
Understanding of the public sector duty and the inequality duty and their application to public health practice
