Develop and communicate a strategic vision and framework for financial management and control so that our clinical divisions (acute and community) and corporate directorates are supported to formulate short and long-term budgets and financial plans that ensure we are delivering services we need in the future within the financial parameters agreed, actively engaging with staff and stakeholders (including patients, families and carers) to ensure their views and experiences are at the heart of this process. Lead, inspire and develop the finance directorate, in order to deliver efficient, effective, values-driven and future focused financial management, accounting and control services, enhancing financial sustainability, taking a data and evidence-based approach to build greater financial oversight, thus supporting the reduction of financial risk for the Trust. Ensure appropriate governance, controls, policies and procedures are in place, fully accessible, adopted and updated, to enable compliance with regulatory and statutory requirements related to financial management, including detailed scrutiny and assurance. Develop integrated systems, key indicators and reporting to track delivery and impact of the financial plan, enabling the Management Executive Board and Board of Directors to maintain close oversight and be responsive, including assurance, that the organisations overall approach to financial management is enabling the Trust to deliver services that provide increasing value to patients and wider stakeholders. Provide comprehensive advice and support to the Board of Directors on all matters pertaining to finance and budget management, annual accounts, income generation, general and capital expenditure, borrowing, cash liquidity, financial stability, financial risk and fraud, ensuring the Trusts balance sheet is professionally and appropriately managed. Support the development of a culture of financial and contracting accountability, supporting those with budgetary responsibilities to be equipped to make the most effective use of resources, enabling the enhancement of the Trusts sustainability. Fulfil the executive lead role for estates and facilities, ensuring that the Trusts estates portfolio, including capital and maintenance programmes, are aligned to the Trusts strategy, future health and care needs, and are pro-actively managed safely and cost-effectively within statutory requirements, including accommodating accessibility needs. Fulfil the senior responsible officer role for the Trusts designation as an NHS New Hospitals Programme site, overseeing the delivery of the work programme to plan and build a new healthcare facility to replace the West Suffolk Hospital. As part of the Fit and Proper Person Framework, the successful candidate will be required to complete the FPP test at the point of recruitment and then annually thereafter.
