Job Title: Development Management Officer
Ref: N Northamptonshire RQ1603454
Pay rate: £31.20 per hour PAYE
Role length: Anticipated 3 months
Working arrangements: Flexible on office attendance. Currently looking for one day a week in the office as a minimum. You will need to come into the office to do own site notices and site visits.
Working locations: You can be positioned at any one of the office hubs: Kettering/Thrapston/Corby/Wellingborough
Additional requirement: Driving Licence and access to own vehicle
The role:
This role operates across two core functions: Planning Policy and Development Management.
You will be responsible for supporting key activities to meet the operational demands of the Planning Service, ensuring the effective development and implementation of policies, and managing development in line with the Council’s strategic objectives.
Key responsibilities:
Provide support to senior colleagues and managers within the Planning Service
Deliver high-quality customer service across all areas of responsibility
Contribute to process improvements and systems reviews
Attend evening and weekend meetings/committees/exhibitions as required
Undertake site visits on a frequent basis (3-5 times a week)
Lead and manage key projects and workstreams, including research, policy development, and engagement with stakeholders and the public
Assist with the preparation of policy documents, ensuring they are evidence-based and align with both local and national planning priorities
Participate in the development of local plans and related policy objectives
Provide policy advice and observations on planning applications and support corporate projects as needed
Undertake research to maintain an up-to-date evidence base for policy development across the area and specific areas requiring attention
Liaise with communities and provide support for neighbourhood planning initiatives
Facilitate public engagement events and support consultation processes
Maintain and update planning databases and monitoring systems
Assist with the validation of planning applications and related submissions
Manage a caseload of smaller planning applications, including conducting site inspections and assessments
Prepare reports and provide recommendations for planning applications under senior colleagues' guidance
Negotiate with applicants to improve development proposals where necessary
Advise the public and prospective applicants on planning matters
Provide liaison and coordination across departments to ensure a comprehensive approach to development management
Prepare statements and represent the Council as an expert planning witness at hearings, inquiries, or court
What the client is looking for:
Relevant degree or equivalent qualification to allow future access to Chartered membership of the Royal Town Planning Institute (or equivalent)
Demonstration of a Personal Development Plan that explains a commitment via Licentiate, Associate or the Experienced Practitioner route, to achieving Chartered Membership of the Royal Town Planning Institute (or equivalent)
Conversant with policy documents, plans, maps and architectural drawings
Understanding of the English Planning System
Good communication skills and excellent customer service skills
Report writing skills
Proficient IT skills
Good organisational and time management skills
Ability to carry out site visits or investigations on a variety of outdoor locations including domestic properties, overgrown land, and building sites
Ability to use ladders and scaffolding and be able to walk across sites with uneven ground conditions
