The Public Safety Group’s role is to keep the public safe by cutting crime, disrupting the highest harm criminals, protecting the vulnerable and ensuring that our police, fire and rescue services are as efficient and effective as they can be in delivering front line public services. We work with our partners in other government departments, local government and the voluntary sector to develop and implement policy, provide funding, and deliver legislation.

Britain’s emergency services work 24/7 to serve the public in some of the most dangerous and challenging situations. To help them do their job even better the ESMCP programme is creating the next generation mobile communications network, including secure and resilient voice and broadband data services, which will be used by thousands of frontline police officers, paramedics, and fire-fighters.

The Emergency Services Network (ESN) will transform how our blue-light services respond to incidents, offering better mobile coverage, leading to faster response times.

This role is an exciting opportunity to be part of a pan-government, cross departmental, programme based within the Home Office.  The programme has representation from the emergency services at both operational and departmental levels and has close working involvement from the suppliers of the ESN technology.  This is an exciting programme, delivering cutting edge technology which will directly impact people’s lives.

You will be supporting the delivery of a major Programme in the Home Office, the Emergency Services Mobile Communications Programme (ESMCP). Working in the Central Programme Team managing the Governance and Reporting team.

We are looking for an experienced, dynamic, and innovative Project and Portfolio Management (PPM) professional to work in a high profile, fast moving and rapidly changing area of delivery which continues to attract significant interest from Ministers, wider Government, the media, and the public.

As Senior Governance and Reporting Manager, you will manage and control governance activities across the programme to enable effective management and decision-making. You will ensure timely, consistent and accurate data collection, analysis and reporting on both programme and project progress and delivery.

Key Responsibilities

Your responsibilities will include (but not be limited to):

  • Supporting the ESMCP G6 Head of Governance and Programme Support team to ensure the Programme’s agreed Governance and Reporting strategy is in place and running smoothly.

  • Working with a number of key stakeholders to agree the Programme’s Governance and Reporting structure and cadence.

  • Understanding and communicating the Programme’s Governance structure – driving appropriate use of boards and helping to build governance into the programme and project lifecycle.

  • Setting up board meetings, ensuring all relevant stakeholders are represented.

  • Working collaboratively with a wide range of stakeholders across all levels of authority to deliver on-time, good quality reports to support effective Programme Governance.

  • Analysing and challenging data in reports to improve quality, consistency and accuracy of the data being presented.

  • Implementing Governance processes and controls, monitoring their effectiveness and working to ensure that actions or recommendations to improve best practise are acted upon.

  • Leading a small team of governance professionals, 2 Senior Executive Officers (SEOs), 2 Higher Executive Officers (HEOs) and 1 Executive Officer (EO), providing support for the Programme’s key Governance Boards, including Programme, Integrated Projects Review, Deployment, Service Management, and Partner Review Boards.

Working Pattern

Due to the business requirements of this role, it is only available on a full-time basis. However, compressed hours are available.
