Are you a Commissioning & Rough Sleeping Team Manager looking for your next assingment? RB Kingston Upon Thames are looking to recruit a Commissioning & Rough Sleeping Team Manager to join their team on a contract basis!


● The role reports directly to the Housing Solutions & Support Lead and is responsible for coordinating and developing Kingston Council's strategic housing response to rough sleeping in conjunction with the Housing Solutions and Support Manager.

● The post holder will foster and maintain a range of internal and external contacts in the provision of services and projects, particularly those involved in the direct delivery of the Rough Sleeping Initiatives and the Rough Sleeper Accommodation Programme. Internally, there will be daily contact with the Community Housing team and other relevant teams within the Council.

● The post holder will coordinate and lead the Council's multi-agency rough sleeping arrangements and commissioning to meet the needs of rough sleepers and manage performance to ensure continuous improvement and successful outcomes.

● The post holder will also coordinate the Council's strategic relationships on rough sleeping, particularly with the Ministry of Housing, Communities and Local Government (MHCLG), the Greater London Authority (GLA), London Councils, Health Authorities, Registered Providers, DWP, and Voluntary Sector Partners, acting as the key point of contact for these partners.

● Ensure accurate and robust financial management of our grant funding of approximately £1.3 million, including the authorisation, monitoring and control of expenditure.

Key activities

● Works with the manager and colleagues to define outcomes, set targets, and monitor performance within a culture of continual improvement.

● Supports operational plans to ensure that the resources within the teams are used to the best effect and impact.

● High level of personal organisation with the ability to plan and prioritise own and colleagues' work to complete tasks to schedule and meet deadlines.

● Maintains and develops a range of internal and external contacts in the provision of services and projects, particularly those involved in the direct delivery of the Rough Sleeping Prevention and Recovery Grant (RSPRG), the Rough Sleeper Accommodation Programme (RSAP), and any other initiatives introduced in relation to service provision for rough sleepers.

● Coordinates the work of voluntary and statutory partners across the borough with the aim of reducing rough sleeping.

● Responds to enquiries in relation to data, information, and risk from internal and external agencies in a timely manner.

● Provides reports on complex issues, data, and cases.

● Stays abreast of changes in legislation and regulations that affect rough sleeping populations.

● Ensures the effective and efficient management of the Council's services for rough sleepers, including the delivery of the rough sleeping action plan and the work programme as part of the implementation of broader Housing Strategy and homelessness priorities, including a key priority to prevent and eliminate rough sleeping.

● Ensures enquiries, complaints, freedom of information requests, and correspondence from clients and their advocates, including solicitors, councillors, MPs, the Local Government Ombudsman, and other housing providers, are dealt with in line with the Council's complaints and enquiries procedures.

● Leads on the commissioning of services for rough sleepers from start to finish. Including drafting service specifications, leading on procurement and collaborating with the legal team to draft contracts.

● Provide strategic leadership for the Council's homeless and rough sleeping commissioning plans, which involves working with senior officers and members across the council, external partners, lived experience and providers to achieve the best outcome for residents.

● Maintains regular contract monitoring meetings with service providers, ensuring efficiency of service delivery and value for money.

● Monitors and reports on spend against rough sleeping budgets and grants, including setting up purchase orders and passing invoices for payment as necessary.

● Oversees the annual street count and any additional street counts and estimates as required, in conjunction with partner service providers.

● Ensures all data is collated and monitored, including the annual rough sleeper count, monthly, quarterly, and annual returns to MHCLG, monthly/quarterly CHAIN reports, and that the data reflects service delivery plans implemented to minimise the numbers of rough sleepers on the street.

● Chairs the Rough Sleeper Multi-Disciplinary Team and drives forward actions of partners to resolve safeguarding concerns for rough sleepers.

● Provides leadership of rough sleeper fatality reviews, ensuring that learning from these reviews are implemented across public, private and voluntary sectors.

● Undertakes other responsibilities as may be required by the Head of Service, which are appropriate and commensurate with the grading and position of the post.

● Line management responsibility of Rough Sleeping Support Officer and Rough Sleeping Compliance and procurement officer's.
