A highly knowledgeable and driven Senior Commercial Manager is needed to play a key role in the continued success and evolution of Manchester's Metrolink the UK's largest light rail network. This is an exceptional opportunity to lead critical commercial strategies and projects, with TfGM recently officially launching its largest-ever tender under the Procurement Act 2023 for an estimated £1.9 billion Metrolink Operations and Maintenance Agreement starting in July 2027, which will shape the future of the UK’s largest light rail network for the next decade and beyond. The Senior Commercial Manager will contribute directly to a world-class, integrated transport system for Greater Manchester.

Your Role
The Franchising Senior Commercial Manager will lead the Metrolink Franchising Commercial Team, overseeing commercial and contract management, commercial negotiations and strategic financial planning whilst driving continuous improvement in commercial processes. Responsibilities include budgetary cycle oversight, dispute resolution and reporting to TfGM / GMCA governance boards. The post requires extensive experience in contract and financial management, stakeholder engagement, and team leadership, alongside professional qualifications such as ACA, ACCA, CIMA, or MCIPS. The role is based at TfGM’s 2 Piccadilly Place Central Manchester office and plays a key part in delivering efficient, value-driven franchising operations.

The ideal candidate will have extensive experience in commercial and contract management within customer-focused organisations, including complex procurement, negotiation and financial oversight. They must demonstrate strategic budgetary control, stakeholder engagement, and the ability to simplify complex issues. Proven leadership in challenging commercial environments and strong interpersonal skills are essential. Desirable experience includes working in transport or public sector settings, understanding legal contract implications, and public funding knowledge. A degree-level education and professional qualifications (e.g., ACA, ACCA, CIMA, MCIPS) are essential, along with ongoing professional development.
