The Department for Business and Trade (DBT) brings together business expertise and world-class trade negotiators under the vision of making the UK the best place to start and grow a business – driving growth, increasing jobs, and raising wages and living standards. This is a high profile, influential role to lead analysis into the advanced manufacturing sector.

Advanced manufacturing is central to economic growth and productivity in the UK. It has been identified as one of eight growth-driving sectors in the Industrial Strategy. Advanced manufacturing is the production processes that integrate advanced science and technology, including digital and automation, to manufacturing.

The Sector Analysis team sits within the Advanced Manufacturing directorate, which is part of the DBT Business Group. This multi-disciplinary team of around 40 analysts supports several directorates within Business Group, including Professional and Business Services, UK Defence and Security Exports, and Science and Technology. Our mission is to provide authoritative analysis that influences policy making to raise sector productivity and support UK business growth.

The Advanced Manufacturing Analysis and Evaluation (AMAE) team is one of three Senior analyst (grade 6) led teams that form Sectors Analysis. We are a busy and lively team of multi-disciplinary analysts. We work closely with policy teams from across the directorate on a wide range of exciting projects.

The team’s work includes:

Work on the implementation of the Advanced Manufacturing Sector Plan, and wider Industrial Strategy.

Analysis to support development of policies to drive growth and productivity in the manufacturing sector.

Work on high profile UK investment decisions in the manufacturing sector.

Detailed strategic analysis for the Battery Taskforce and to underpin policies to support the Battery sector.

Work on assessing the manufacturing sectors contribution to growth and productivity.

Multiple evaluations of large funds to support the sector, including Made Smarter Adoption which supports the uptake of digital technologies among manufacturing SMEs.

The team are also at the forefront of thinking about what current economic shocks and geo-political factors mean for our major companies and sectors.

This post is for the joint head of Advanced Manufacturing and Evaluation team on a job share basis (0.6 to 0.7 FTE). The current job-share partner works Monday to Wednesday. We expect this role to cover Wednesday to Friday, but some flexibility may be possible. AMAE is a multi-disciplinary and supportive team of analysts. The team provides evidence and analysis including economic appraisal, strategic analysis, evaluation, modelling, statistics and briefing on the advanced manufacturing sector.

The post holder will work together with their job share partner to:

Lead team of twelve including six direct reports, promoting a resilient and productive team culture and ensuring team wellbeing.

Develop and manage programme of high-quality research and analysis to build the advanced manufacturing evidence base, setting the strategic direction of the team and effectively prioritising work.

Build relations with advanced manufacturing policy colleagues to understand evidence needs, ensure policy is evidence-based and ensure that the team’s analysis has maximum impact and influence.

Manage the analytical research budget for Business Group. Work closely with other analytical teams to prioritise research and data requirements.

Play an active role in the Senior Management Team of senior analysts and policy staff in the advanced manufacturing directorate.

Provide senior advice on the management of external contractors delivering research projects. Provide quality assurance of M&E projects to ensure they deliver robust, impactful findings and achieve value for money.

Promote and disseminate research and evaluation findings within the Directorate, the Department, across Whitehall and with key stakeholders and partners to ensure learning feeds into ongoing and new policy development, and products have maximum impact.

Support and develop a culture of research, monitoring and evaluation in the team, and wider department including offering advice on monitoring and evaluation to other teams across the Group.

The job is open to those applying on level transfer and on promotion.
