The role:
We are seeking a Procurement and Surveying Support Officer to join the Highways team. This role will provide essential purchasing, contract monitoring, and surveying support to ensure the efficient delivery of capital works, maintenance projects, and wider transport initiatives. Working within Council procedures and European procurement regulations, you will play a key part in managing the full procurement cycle — from gathering quotations and raising orders to contract administration and supplier engagement.
Key Accountabilities:


Accurately obtain quotations, process orders, and arrange equipment hire or purchase for highways and transport projects.
Administer and reconcile purchasing records, producing reports and maintaining compliance with EU and Council procurement rules.
Support preparation and submission of procurement board requests, tenders, valuations, and estimates.
Monitor supplier and contractor performance, supporting meetings and escalating service issues when required.
Maintain ordering systems, monitor receipts, and manage purchasing card transactions in line with policy.
Liaise with suppliers, contractors, internal teams, and the Corporate Procurement Unit to ensure efficient, compliant procurement practices.
Assist with site measurements, cost estimates, and contract documentation to support effective project delivery.
Process invoices, resolve queries, and ensure data integrity within financial and procurement systems.


Key Criteria:


Proven experience in procurement or quantity surveying (approx. 3 years), ideally within highways or a large multi-functional organisation.
Strong knowledge of procurement rules, contract monitoring, and tendering processes.
Effective communicator, both written and verbal, able to work collaboratively with colleagues and external partners.
Highly organised, with the ability to manage competing priorities and meet strict deadlines.
Confident IT user, proficient with MS Office, with the ability to interpret financial information and policies.
Experience of preparing estimates, valuations, and carrying out site measurements (desirable).
