The Strategy Unit provides advice and support to ExCo, the Chief Executive and the Board on parliamentary engagement, the relationship with the sponsor department and engagement with other government departments. It supports the development of cross-IBCA strategic policy, is responsible for running and administering the secretariat for IBCA’s top-level governance structures, and oversees the running of IBCA’s private office support to the CEO and Directors.

Opportunities to move to the new Infected Blood Compensation Authority (IBCA)

At the moment all IBCA roles are hosted by Cabinet Office within the Civil Service. However, once IBCA becomes operational, it is anticipated that most of these roles will transfer to IBCA, which is a new Arms Length Body (ALB) separate from the Cabinet Office. Roles that transfer to IBCA from Cabinet Office will maintain the same or substantially the same terms and conditions of employment that are overall no less favourable. It is anticipated that employees who move from Cabinet Office to IBCA will be able to continue to participate in the Civil Service Pension arrangements with no break in their pensionable service. Roles commencing after IBCA has become operational will be with IBCA itself on similar terms and conditions. All successful candidates will receive full details of the terms and conditions of employment for their role with their formal job offer.

Please note that the mission of IBCA means that it is likely to be operational for a period of approximately 5 to 7 years. When IBCA’s work begins to wind down, IBCA employees will receive support and practical guidance to find a new role, whether in the Civil Service, another Arms Length Body (ALB), or an external employer.

In this role you will join a focused and supportive Governance Team, providing both strategic and operational support to IBCA’s top-level decision-making bodies. These include the governing Board of Non-Executive Directors (NEDs), as well as the senior Executive Committee (ExCo) which leads the organisation’s day-to-day operations.

This is a dynamic, delivery-focused environment where you’ll work closely with IBCA’s most senior stakeholders to ensure effective governance and decision-making. You’ll collaborate with colleagues across the organisation, take a proactive approach to planning and help deliver a clear and well-organised programme of activity.

Key responsibilities for the Governance Advisor role will include:

  • Supporting high-level governance arrangements, including for the Board, ExCo and their sub-boards and committees. You’ll help design and implement best practice governance processes;
  • Acting as a key liaison point between the IBCA Delivery Team and IBCA’s senior leaders, including the CEO, Chair, NEDs and Directors;
  • Running the secretariat for a top-level body, ensuring meetings are well-prepared, efficiently delivered and clearly documented to support effective and transparent decision-making;
  • Advising teams, Directors and the CEO on governance matters and supporting the development of clear, strategic decisions;
  • Leading specific workstreams and contributing to team-planning, remaining adaptable and focused amid shifting priorities;
  • Fostering a positive, inclusive team culture, role-modelling supporting behaviours and working collaboratively to achieve shared goals.
