Our Client is seeking a proactive and ambitious Tenancy Investigator to join a high-performing Audit and Anti-Fraud team. This is a fantastic opportunity to play a key role in safeguarding social housing stock for those in genuine need.
The Role:
As a Tenancy Investigator, you will provide a comprehensive investigation service into cases of tenancy fraud. Working with minimal supervision, you will manage investigations from referral to conclusion, obtaining evidence to support the recovery of misused properties and to ensure fairness within the housing system.
This role is vital to ensuring housing services operate with integrity and that internal controls remain robust.
Conducting Investigations: Manage a caseload of tenancy fraud cases, carrying out all aspects of investigative work including interviews, taking witness statements, and liaising with enforcement agencies.
Gathering Evidence: Obtain information from multiple systems and sources to build strong cases for legal action, such as recovering unlawfully sublet properties or refusing fraudulent ‘Right to Buy’ applications.
Reporting: Prepare high-quality case reports and progress updates for management and stakeholders, maintaining accurate investigation records.
Collaboration & Training: Work closely with housing staff, social housing providers, and external partners. Support the development and delivery of fraud awareness training.
Compliance: Ensure all investigations comply with relevant legislation including PACE, RIPA, DPA, HRA, and other applicable policies and best practice guidelines.
Person Specification:
We are looking for a self-motivated and experienced investigator who thrives under pressure and can meet strict deadlines. You must be a confident communicator, able to engage with people at all levels, and remain professional in challenging or confrontational situations.
Essential Requirements:
A recognised qualification in counter fraud studies (e.g., Accredited Counter Fraud Specialist) and/or significant practical experience in tenancy fraud or comparable investigation work.
Proven experience in a counter-fraud or investigative role, ideally within the public sector.
Strong working knowledge of relevant legislation (PACE, CPIA, RIPA, Fraud Act, POSHFA).
Good understanding of housing law, particularly Housing Acts relating to sub-letting.
Excellent written, verbal, and presentation skills, with experience producing detailed reports and witness statements.
Strong organisational skills with the ability to prioritise and progress multiple cases independently.
Willingness and flexibility to work outside normal office hours, including early mornings, evenings, and weekends if investigations require.
Ability to pass an enhanced Disclosure and Barring Service (DBS) check.
