As the Livestock Information Transformation Programme (LITP) Service Owner with Senior Responsible Officer (SRO) Responsibilities, you will have:
  • Personal responsibility for the delivery of the Livestock Information Transformation Programme, which is on the Government Major Projects Portfolio and will be held accountable for the programme resources and delivery of its objectives.
  • Will own the overall business change and act as the champion for the programme. You will provide leadership and direction to the programme team, delegate responsibilities and agree clear limits and performance criteria with the Programme Director.
  • Ensure effective communication with key programme stakeholders, external suppliers and senior sponsors, and brokers relationships within and outside of the programme. You will be aware of the broader business and programme related interdependencies and ensure effective management of these interfaces.

Working alongside the Programme Director, the Service Owner applies appropriate governance, in line with departmental guidance so the programme maintains its focus. Applying best practice and project delivery standards, you will ensure that the requirements and benefits set out in the approved business case are delivered.

You will robustly manage programme risks and highlight any significant concerns regarding the business case and/or value for money to the Senior Sponsor and escalate as appropriate in line with departmental governance and accountabilities. You will ensure the programme aims and objectives continue to be aligned with the departmental priorities, flagging significant issues to the Senior Sponsor.

You will report transparently on the delivery of the programme objectives, set out in the business case, escalating appropriately and influencing the context, culture, and operating environment of the Programme.

You will be accountable to ministers, as set out in the Civil Service Code, and should deliver the project in accordance with the objectives and policy intent as set by ministers. Finally, in addition to internal accountabilities, the post carries SRO responsibilities, with SROs for GMPP projects and programmes personally accountable to Parliamentary Select Committees.

Key Responsibilities will include:

  • Provide overall leadership, decision making and strategic direction. Ensure the direction remains aligned with any changes in political or business priorities.
  • Agree and own the programme vision and success criteria with the Programme Director, who you will advise, coach and to whom you will provide strategic direction.
  • Deliver the objectives and benefits of the Livestock Information Transformation Programme (LITP) as set out in the LITP Outline Business Case / Programme Business Case.
  • Develop a robust delivery plan and ensure ongoing viability, manage within allocated budgets, agreed resource plans and ensure benefits are quantified and tracked. Address significant concerns about feasibility, value for money, regularity or propriety promptly to the Accounting Officer.
  • Establish and maintain appropriate Governance structures, including for the management of risk and assurance, appoint a qualified Board to deliver the Programme and chair the Board.
  • Build and maintain engagement among all stakeholders to support programme delivery. This includes the Ministerial team, end users of the new capability, Chair of Defra ARAC, HM Treasury, the Infrastructure and Projects Authority and the Cabinet Office.
  • Ensuring a plan is in place for the closure of the project at the appropriate time as agreed in the business case. This should include transfer to Business-as-Usual activities and the capturing and dissemination of appropriate lessons.
