We are seeking an exceptional individual for the role of Finance Director in Natural England. The Finance Director will play a key leadership role across Natural England and provide direct and essential support, advice and technical expertise to the Natural England Chief Executive Officer (Accounting Officer) and wider leadership team.
Natural England faces several strategic challenges over the coming years which will require exceptional financial leadership driving a focus on value for money and delivering efficiency and productivity. As Finance Director the role holder will be responsible for enabling Natural England to address these challenges while continuing to deliver its vision and mission:
- Develop and drive improved financial insight, capability and maturity across Natural England;
- Mature Natural England’s approach to service quality, value for money, business case development, and return on investment thinking
- Support delivery of Natural England’s Critical Reform Programmes
- Deliver significant efficiency and productivity savings;
- Design a new financial model to manage a growing portfolio of novel, strategic schemes, with non-routine sources of income and expenditure
Alongside this, Natural England relies on the Defra Group Finance team to maintain the fundamentals of finance and deliver strong financial management and control across the organisation.
The Natural England - Finance Director responsibilities include:
- Be the most senior Financial Leader and adviser to Natural England's executive team, responsible for oversight of Natural England's budget of c£350m. This is the most senior executive group in the organisation and oversees all aspects of the Natural England's management, including all key financial decisions.
- Act as a trusted advisor and critical friend to the Natural England's CEO (Accounting Officer) and wider leadership team. Providing expert strategic insight, direction and leadership across all aspects of Natural England's finances, driving a focus on value for money and delivering efficiency.
- Build and maintain strong, collaborative and influential relationships with key stakeholders across Natural England Board and Audit and Risk Committee (ARAC), Defra group and wider Government, using these to promote Natural England’s priorities and outcomes.
- As part of Defra group Finance’s leadership team, provide insight into the current and future service needs of Natural England and advise the Defra Group Chief Financial Officer on financial matters affecting Natural England and the group.
- Working in partnership with Defra Strategic Finance, prepare Natural England for Fiscal Events and other central government commissions, and ensure that Defra has the evidence needed to confidently engage and negotiate with HM Treasury to secure funding needs for Natural England.
- Lead and develop a skilled, collaborative and highly professional Finance team which commands credibility at all levels. Support the Natural England Finance Business Partner Leadership Team to deliver a quality service combining robust information and analysis to provide insight and constructive challenge to all areas of Natural England’s business.
- Lead on financial reporting to Natural England’s executive team, Board and Audit and Risk Committee (ARAC) providing analysis and insights on key issues. Act as the key interface between Natural England and Defra group on all financial services and financial reporting.
- Lead Natural England in adhering to the principles of Managing Public Money, ensuring robust standards of compliance and assurance are applied across the business, whilst providing financial advice to support the delivery of the annual Natural England Action Plan.
- Ensure the Accounting Officer’s position is considered in all relevant decisions. Support the Defra group Finance Director of Operations and the National Audit Office (NAO) so that Natural England’s Annual Report and Accounts (AR&A) are laid promptly. When needed, engage proactively with the Defra group ARAC to ensure a full understanding of any Natural England AR&A issues.
- Work in partnership with Natural England’s Chief Officer, Business Management and Director, Planning & Performance and Defra Deputy Directors and Directors to ensure the smooth operating and seamless interfaces/handoffs between all linked Defra group Finance and Natural England financial and assurance policies and processes e.g. financial risk management, business planning and performance.
- Lead on the finance relationship with Natural England Board, ARAC and NAO engagement Director and team, and, if required, provide support to Natural England’s CEO and Chairman at any Public Accounts Committee sessions.
- Supported by the Natural England Finance Business Partnering Leadership Team, provide joint leadership with Natural England Director, Planning & Performance of the Natural England funding and headcount/FTE/workforce cost allocations, business planning, and performance framework.
- Working with Natural England Directors, develop and implement improvements in financial management, awareness and reporting and look for opportunities to deliver better value for money within Natural England
