Specific Responsibilities: Responsible for leading the negotiation of highly complex/ high value commercial contracts. Responsible for resolving any legal challenges from unsuccessful bidders through the de- brief procedure as set out under the Public Procurement Regulations and where necessary through formal arbitration. Responsible for resolving contractual disputes with incumbent suppliers and ensuring appropriate contingency and exit plans are agreed where required. To be the Procurement expert for Dartford & Gravesham NHS Trust on the Public Procurement Regulations and associated Case Law. Responsible for and leading on detailed financial analysis and modelling of spend categories and operational processes to support options appraisal. Responsible for ensuring tender evaluation methodologies are appropriate to evaluate different purchasing scenarios and in accordance with the Public Procurement Regulations Responsible for developing and managing an annual Procurement Calendar detailing specific planned initiatives and a 5-year Portfolio Strategy detailing work streams of initiatives which impact across all non-pay spend. Responsible for appropriate prioritisation of initiatives within the Procurement Calendar and Portfolio Strategy and balancing competing priorities to ensure delivery to plan. Responsible for ensuring clinical stakeholder engagement via Product Selection Group and direct contact for relevant purchasing decisions which have a direct impact on patient care.
