Reporting to the Head of Energy and Sustainability, this role will take ownership of the social value performance of Estates Supply Chain where social value is embedded within the suppliers’ contract as a requirement following the social value model.

This role will represent DWP Estates as the intelligent client against agreed performance metrics and will foster a collaborative relationship to drive innovation and identify improvement opportunities.

The role will also provide support to the Design Compliance and Sustainability (DCS) Deputy Director as and when required; but will include duties such as establishing a DCS PMO, reporting on progress across DCS providing clarity on key milestones and assisting with resource planning and progression.

Key accountabilities

Strategy and Policy

  • Lead on engagement with senior stakeholders around social value and influence at all levels of the organisation
  • Responsible and accountable for implementing Estates’ Social Value strategy / plan and ensuring on time delivery
  • Subject Matter Expert for social value, regulatory updates, trends and liaison across departments
  • Lead and refine SV strategy annually in collaboration with key stakeholders
  • Translate Estates' social value requirements into internal processes and support the DWP Estates Category Management team in overseeing the contractual relationship between DWP and the Estates Supply Chain

Procurement

  • Responsible for ensuring social value is embedded in procurement processes, supporting the development of social value criteria and weighting in tender writing and evaluation

Reporting and evaluation

  • Responsible for providing guidance and support to Commercial teams on supplier social value performance against the agreed contractual performance obligations
  • Establishing and managing systems for monitoring and evaluating social value outcomes, producing regular reports for internal and external stakeholders, and identifying areas for improvement
  • Lead engagement with supply chain to ensure reporting is accurate, timely and assured
  • Lead social value performance quarterly review of the Supply Chain, identifying any trends as part of the governance process to collaboratively develop early corrective actions with Supply Chain

Project Planning and developing the DCS PMO

  • Working with the DWP Estates stakeholders to develop a performance framework to set out performance data and reporting requirements that are aligned to contractual Social Value obligations / KPIs reflecting DWP Estate’ business requirements and best practice
  • Support review of performance audit against contractual obligations
  • Ownership of action/project plan to ensure social value strategy is embedded across Estates
  • Work across the DCS team to co-ordinate activity and provide clarity on team milestones, resources and L and D requirements; as part of a centralised DCS PMO
  • Produce accurate and timely reports as required by the DCS Deputy Director

Internal social value

  • Lead on the uptake of available Social Value initiatives within Estates and establish measuring mechanisms, collating data from several internal sources into one SV report
  • Collaborate with People & Capability to raise awareness and embed social value in Estates

Capability Building

  • Raising awareness of social value principles and best practices within the organisation and amongst suppliers, providing training and support where needed
  • Liaise across supply chain, teams and departments to exchange best practices and engage in pilot opportunities
  • Collaborate with stakeholders across the Estates department and wider DWP to review and improve cross functional ways of working and processes continuously – identifying and sharing opportunities for improvement and taking ownership where applicable
  • Engage with stakeholders effectively, raise awareness through communications, and track and monitor what is available within our department
