Lead the Transformation of Community Leisure Across Two Boroughs

Are you ready to lead a £70 million investment in health, wellbeing, and active communities?

The Culture & Leisure team at Richmond and Wandsworth’s Better Services Partnership is looking for a dynamic Programme Manager to take charge of a landmark programme of leisure improvements—from upgraded parks and sports facilities to state-of-the-art play areas and wellness spaces.

What You’ll Be Doing:

  • Lead the Programme: Oversee a 5-year, £70m capital programme, managing multiple projects with strategic vision and hands-on leadership.
  • Inspire and Manage: Lead a high-performing team of project managers and work collaboratively with council departments, contractors, and external partners to deliver consistently high-quality results.
  • Set the Standard: Establish strong programme governance, build reporting structures, and create compelling narratives that showcase the positive impact of your work.
  • Engage Senior Leadership: Provide insightful reporting to directors, stakeholders and elected members—ensuring alignment with strategic goals and sustained support.
  • Drive Value and Efficiency: Champion value-for-money through intelligent procurement, strong budget management and use of economies of scale.
  • Mitigate Risk: Spot potential issues early and lead on effective solutions that keep the programme on track.
  • Be a Voice for Culture & Leisure: As part of the service’s senior leadership team, help shape wider service goals and strategy.

What You’ll Bring:

  • A strong background in delivering complex capital projects or programmes—preferably in local government, public services, or the built environment.
  • Experience in leading multi-disciplinary teams and engaging with internal and external stakeholders at senior levels.
  • An organised, analytical mindset with the ability to set up governance, manage risks, and track delivery effectively.
  • Strong communication skills—you’re comfortable building business cases, reporting progress, and inspiring confidence at all levels.
  • A genuine passion for public service and creating healthier, more inclusive places for communities to thrive.
Requirements:
  • Qualified or part-qualified project or programme manager OR 5+ years of experience leading capital programmes.
  • Demonstrated success in delivering large-scale investment programmes with measurable outcomes.
  • Excellent communication and interpersonal skills.
