Pay Rate: £12.21 per hour

About the Role

The Hearing Centre Support Officer will work within the Office of the Traffic Commissioner (OTC), providing critical support to the independently appointed Traffic Commissioner (TC).

The Traffic Commissioners (TCs) are responsible for the licensing and regulation of UK-based operators of heavy and light goods vehicles involved in international transport, buses, and coaches (public service vehicles), and for those who drive them. Their duties also include:

  • Registration of local bus services

  • Adjudication of appeals against the impounding of vehicles operated without a valid operator's licence

  • Other statutory functions related to operator and driver regulation

This role is essential in supporting the TC to carry out statutory duties, particularly around case preparation, public inquiries, and post-hearing administration.

Key Responsibilities
  • Prepare cases for public inquiry and complete post-hearing administration.

  • Ensure all case papers are complete, accurate, and submitted in line with OTC procedures and SLAs.

  • Act as clerk at public inquiry hearings, both at the Hearing Centre and at other locations when required.

  • Provide accurate records of the TC's decisions or written directions and distribute them to relevant parties.

  • Prepare appeal bundles for the Upper Tribunal when required.

  • Handle sensitive data in compliance with data protection legislation.

  • Maintain comprehensive and accurate case records (electronic and/or paper).

  • Respond to telephone and written enquiries professionally, within delegated authority and statutory guidance.

  • Support colleagues and management in delivering high-quality OTC services.

Management & Leadership
  • Deliver responsibilities effectively in line with DVSA policies and processes.

  • Uphold the reputation of the Office of the Traffic Commissioner, DVSA, Department, and Civil Service.

  • Collaborate across teams to support a high-performing, respected agency.

Relationships
  • Liaise with internal and external departments to meet customer needs.

  • Maintain good communication and relationships with colleagues and stakeholders.

  • Work with Traffic Commissioners and Tribunal Representatives to ensure a high-quality licensing function.

Required Skills & Experience

Essential:

  • Excellent verbal and written communication skills, with the ability to draft complex submissions and correspondence within a legislative framework.

  • Strong organisational and administrative skills with the ability to prioritise workload effectively.

  • Proven ability to analyse casework and prepare complex submissions in line with legal requirements.
