JNCC has adopted a hybrid working approach, allowing colleagues to benefit from time in the office, with the flexibility also to work from home. Employees are expected to work from one of our office bases for a few days a month as a minimum with attendance expected at regular face to face team meetings. Arrangements will vary by team and the exact balance will depend on the nature of your role. We can provide more details at the interview and offer stages.

This is an exciting opportunity to join JNCC’s HR team as we implement our new People Strategy. We’re looking for an experienced and proactive recruiter to help shape and modernise our recruitment approach - placing candidate experience, inclusivity, and excellent service to hiring managers at the heart of everything we do.

In this role, you’ll lead on enhancing the quality and impact of our recruitment materials, ensuring our assessment processes are robust and effective in identifying top talent. You’ll play a key role in streamlining recruitment workflows, implementing improvements, and building capability across the organisation by upskilling line managers and HR colleagues—leaving a lasting legacy at the end of your fixed-term appointment.

You’ll also contribute to internal talent management by supporting the development and use of a flexible resourcing pool to promote internal mobility and career development.

As part of a small, supportive HR team providing full lifecycle support to around 300 employees, you’ll line manage two administrative officers and collaborate closely with colleagues across the organisation.

Post Duties:

• Support a comprehensive review of our end-to-end recruitment processes, using your expertise to optimise our use of the Applicant Tracking System.
• Support hiring managers in crafting high-quality job descriptions and person specifications, and advise on the most effective advertising and assessment methods to attract the right candidates.
• Manage our Flexible Resourcing pool, maintaining proactive engagement with internal candidates and their managers to match skills and availability with upcoming vacancies.
• Collaborate with our Diversity, Equality and Inclusion team to ensure our recruitment practices are inclusive and deliver a positive candidate experience.
• Line manage two Administration Officers, ensuring recruitment activity is well-coordinated, high quality, and smoothly connected with the HR operations team.
• Oversee the recruitment budget, ensuring effective and efficient use of resources.
• Provide clear and insightful recruitment metrics, such as time-to-hire and vacancy fill rates, to inform decision-making and continuous improvement.
• Contribute to broader HR activities as needed, supporting a small and collaborative team.


Technical and Experience Requirements

To be a successful candidate you will have:

• Proven experience in recruitment, including designing and delivering inclusive and effective attraction and assessment strategies. Experience of managing or coordinating internal talent pools would be advantageous but is not essential.
• Strong understanding of recruitment systems and tools, including Applicant Tracking Systems, and awareness of emerging technologies such as AI in recruitment.
• Demonstrated experience in process improvement, with the ability to identify inefficiencies, implement practical solutions, and enhance the effectiveness of recruitment or HR operations.
• Understanding of the Civil Service Recruitment Principles. Experience working in the public sector or not-for-profit environment would be beneficial but is not essential.
• Ability to write and review high-quality recruitment documentation, including job descriptions, person specifications, and adverts.
• Commitment to diversity, equality and inclusion, with a track record of embedding inclusive practices into recruitment processes and understanding of the Disability Confident scheme.
• Line management experience, with the ability to support, develop and motivate team members.
• Strong organisational and analytical skills, including the ability to manage budgets and produce meaningful recruitment metrics.
