The Home Office works to build a safe, fair and prosperous UK. We achieve this through our work on counter-terrorism, policing, fire, crime, drugs policy, immigration and passports.

The Public Safety Group’s role is to keep the public safe by cutting crime, disrupting the highest harm criminals, protecting the vulnerable and ensuring that our police, fire and rescue services are as efficient and effective as they can be in delivering front line public services. We work with our partners in other government departments, local government and the voluntary sector to develop and implement policy, provide funding, and deliver legislation.

Britain’s emergency services work 24/7 to serve the public in some of the most dangerous and challenging situations. To help them do their job even better the Emergency Services Mobile Communications Programme is creating the next generation mobile communications network (ESN), including secure and resilient voice and broadband data services, which will be used by thousands of front-line police officers, paramedics and fire-fighters.

There are over 100 Emergency Service organisations and over 300 other user organisations who will implement ESN across England, Scotland and Wales.

ESN will transform how our blue-light services respond to incidents, offering better mobile coverage, leading to faster response times. ESN will allow emergency service professionals to work together more efficiently and effectively when incidents and accidents occur by sharing data across the new digital network. The new network is dynamic and can take advantage of new technology as it develops, making sure that those doing the vital job of protecting the public and saving lives get the best and most modern communications tools available.

ESN is a pan-government, cross departmental, programme based within the Home Office. The programme has representation from the Emergency Services at both operational and departmental levels and has close working involvement from the suppliers of the ESN technology. This is an exciting programme, delivering cutting edge technology which will directly impact people’s lives.

Key Responsibilities

  • Leadership of a multi-disciplinary, cross unit team comprised of up to 10 Civil Servants, ex Emergency Services personnel responsible for delivery of the ESN capabilities and services into ESN user communities, including Police, Fire and Ambulance (England, Scotland and Wales).
  • Developing and maintaining the User Relations strategy and approach to ensure the Programme provides a consistent and quality approach to engagement with the ESN User Community with the aim of providing timely, relevant and accurate information to user organisations to build their confidence in ESN and to support them with their implementation of ESN.
  • Working closely with our Partners to support their access to and engagement with User Communities.
  • Maintaining relationships with the ESMCP Comms Team to ensure consistency in messaging, utilisation of channels and future planning for engagement between our partners, users and the wider programme.
  • Building user trust and confidence based on strong relationships underpinned by trust and delivery.
  • Measuring the effectiveness of user relation services provided by the Unit, undertaking continuous improvement reviews.
  • Delivering the improvement plans to ensure that the ESN user communities have access to the information they need from the ESN programme to be able to plan and undertake their implementation of ESN.
  • Supporting Programme colleagues in recognising the needs of Users and embedding effective ways of working to support the successful delivery of ESN.
  • Building a community that enables the sharing of user insight across the unit and the wider Programme; for example, close collaboration with other user facing teams in the programme, such as the Regional Coverage Assurance Leads and Live Service Business Relationship Managers.

Working Pattern

Due to the business requirements of this role, it is only available on a full-time basis.
