Job Description
An exciting opportunity has arisen to join the Affordable Housing Team as an Affordable Housing Development Officer. This new post focusses on working collaboratively with Moray Council to develop and implement an Empty Homes Strategy for the Moray Council area.
A key priority for Scottish Government is to bring empty homes back into use to tackle housing shortages across the country. Empty homes are seen as a wasted resource and therefore Empty Homes Officers can provide advice and assistance to help empty home owners to increase standards and bring them back to use. An increase in housing stocks will help to tackle child poverty in particular – one of the Scottish Government’s Four Missions. Returning empty homes to use allows people to remain in their communities and support local businesses to attract employees.
Aberdeenshire Council’s Empty Homes process has been recognised as highly effective by the Scottish Empty Homes Partnership (SEHP). This post provides an opportunity to work collaboratively and allows a framework to be developed for Moray Council aligning with Aberdeenshire Council's process. With support and existing knowledge and skills from colleagues, this role provides an opportunity to shape empty homes work, bringing with it, synergies, resilience and economies of scale.
Responsibilities of the post holder will include:
- Develop and implement an empty homes process in line with the Local Housing Strategy for Moray Council
- Co-ordinating and monitoring empty homes caseload
- Lead on contacting all Empty Homes owners in the Moray area to provide advice and information on how to bring their properties back into use
- Supporting the Council's proactive approach to empty homes and raising awareness of the work internally and in the public domain
- Proposing evidence-based solutions using local information and best practice ideas
- Attend steering group meetings to provide updates on progress
- Collect and report on Key Performance Indicators
