Are you passionate about shaping the future of learning and development in a dynamic public sector organisation? We’re looking for a Learning and Development Manager to lead the delivery of TfGM’s strategic L&D priorities, including our flagship management development programme, early careers, inclusion, talent and succession planning, and managing our statutory compliance. This is a high-impact role that offers the opportunity to influence organisational culture and capability across Greater Manchester.
Your Role
You’ll lead the implementation of TfGM’s L&D delivery plan, manage a significant training budget, oversee and co-deliver our management development programme “Leading the TfGM Way”, and manage our annual performance management process - “My Impact.” You’ll also drive early careers initiatives, talent and succession planning, and engagement strategies including the annual Best Companies survey. With a team of OD Partners and Advisors reporting to you, your leadership will be key to embedding a culture of continuous development and performance.

What you’ll bring
You’ll have significant experience designing and delivering leadership and management programmes, managing engagement surveys, and overseeing performance review processes. You’ll also have demonstrable experience of leading and managing L&D teams. You’ll be confident managing significant budgets, influencing stakeholders, and navigating complex organisational development challenges. A Chartered CIPD membership or equivalent qualification is essential, along with a commitment to continuous professional development.
